Een vergelijking van werklozen en jobonzekeren: Welzijns- en gezondheidsfactoren

Onzeker over de toekomst van uw job of liever direct werkloos?

In ons land zijn ongeveer 400.000 mensen werkloos. Bovendien zijn er meer dan 700.000 werkende Belgen die onzeker zijn over het voortbestaan van hun job, jobonzekeren genoemd. De vraag die hierbij opkomt, is wiens welzijn en gezondheid meer is aangetast; dat van de werklozen of dat van de jobonzekeren.

Er bestaat geen twijfel over het feit dat zowel werkloosheid als jobonzekerheid negatieve gevolgen kunnen hebben. Maar er is geen duidelijkheid over welke van de twee kwalen erger is. Een recent onderzoek heeft daarom onderzocht of en in hoeverre het welzijn en de gezondheid van werklozen en jobonzekeren verschillen: eist werkloosheid een zwaardere tol dan jobonzekerheid? Is het net andersom? Of zijn beide fenomenen even problematisch?

Uitgaande van oudere bevragingen van jobonzekeren en werklozen lijkt het alsof werklozen het over het algemeen ofwel even erg ofwel net iets slechter hebben dan jobonzekeren. Uit een enquête die specifiek in Vlaanderen werd uitgevoerd, blijkt iets gelijkaardigs, hoewel in sommige opzichten jobonzekeren zelfs erger getroffen lijken te zijn.

Veel hangt ervan af wat men als “gezond” of “welzijnd” beschouwt.

Zo zijn werklozen – niet zo verassend – doorgaans minder tevreden met hun inkomen en levensstandaard dan jobonzekeren. Maar ze zijn ook in het algemeen minder tevreden met hun leven. Dit terwijl jobonzekeren minder tevreden zijn met de tijd die ze hebben om te doen wat gedaan moet worden. Dit is wellicht intuïtief begrijpelijk gezien de extra tijd die werklozen hebben. Bovendien – en dat is heel interessant – maken jobonzekeren zich meer zorgen over de toekomst dan werklozen.

Op een aantal aspecten zijn er geen verschillen tussen de twee groepen. Jobonzekeren lijken even veel mentale klachten, zoals angst of depressie, te hebben dan werklozen. Ook hun gezondheid lijkt nauwelijks beter te zijn. Bovendien zijn er geen verschillen met betrekking tot de tevredenheid met de omgeving waar men woont, met contacten met vrienden, buren of familie of ermee wat men in zijn vrije tijd doet. Tot slot lijken jobonzekeren en werklozen zich evenveel zorgen te maken over de eigen gezondheid, over geldzaken en over de veiligheid.

Ook wie u bent speelt een rol.

Onder andere uit welk land men komt, wanneer men bevraagd wordt en hoe lang men reeds jobonzeker of werkloos is, heeft een invloed op hoe nadelig jobonzekerheid en werkloosheid voor een persoon zijn. Bovendien reageren mannen anders dan vrouwen, ouderen anders dan jongeren en hoogopgeleiden anders dan laagopgeleiden. Het kan dus zijn dat voor de ene werkloosheid ergere gevolgen heeft, en voor de andere jobonzekerheid.

Wat betekent dit nu voor de praktijk?

Jobonzekeren hebben vaak een even lage gezondheid en een even laag welzijn dan werklozen. Zowel werkloosheid als jobonzekerheid dienen dus vermeden of gereduceerd te worden. Ook de negatieve gevolgen moeten gereduceerd of opgevangen worden. Eén mogelijkheid om aan de situatie te werken is door middel van trainingen. Deze kunnen zowel voor jobonzekeren en werklozen voordelig zijn, als voor de brede bevolking die werkloos of jobonzeker dreigt te worden.

Samengevat is het belangrijk om zowel werkloosheid als jobonzekerheid tegen te gaan omdat beiden even erge gevolgen kunnen hebben. Zou u kunnen kiezen tussen de twee? Uiteindelijk blijft het kiezen tussen de pest en de cholera.
