Space, Power and Identity in the Belgian Congo: The Territorial Homogenization of the Ngbaka

Een Afrikaanse maatschappij bestaat uit stammen. Dat is namelijk de pre-koloniale situatie die de kolonisator heeft aangetroffen. Vaak gehoorde clichés die echter minder dicht bij de realiteit liggen dan men zou denken. Ten eerste blijkt ‘dé kolonisator’ allesbehalve een homogeen geheel te zijn, en ten tweede was etniciteit in pre-koloniaal Afrika vermoedelijk iets heel anders dan wat we er vandaag de dag onder verstaan. Het is echter moeilijk om een beeld te vormen van deze pre-koloniale beleving van etniciteit, omdat de koloniale periode hierop een grote impact heeft gehad.

In onze eigen Belgische koloniale geschiedenis, die dankzij de Leopoldiaanse episode berucht is om haar wrede rubberpolitiek, is menig voorbeeld terug te vinden dat hieromtrent duidelijkheid schept. Eén daarvan is het geval van de Ngbaka, een etnische groep die in het noordwesten van het land leeft, in de Evenaarsprovincie. Bij de komst van de Belgische koloniale gezanten aan het eind van de negentiende eeuw, werden naburige groepen zoals de Ngbandi en de Mbati voorzien van wapens om het rijke rubbergebied van de Ngbaka in te trekken. De traditionele wapens van de Ngbaka, die nog niet in contact gekomen waren met de blanken, bleken onvoldoende om zich te verdedigen. Zij vluchtten dan ook naar verder gelegen gebieden, waardoor clans uit elkaar vielen en families elkaar uit het oog verloren.

Na de overdracht van de kolonie aan de Belgische staat in 1908, werd in 1921 een ambtenaar aangeduid die de Ngbaka terug moest samenbrengen op één gebied. Deze ambtenaar, René Pecheur, was voor zijn indiensttreding in Congo actief als missionaris. Hij was dus vertrouwd met de Congolese samenleving en had ook een uitgesproken mening over hoe deze door de Belgen ontwikkeld moest worden. Hij hamerde namelijk sterk op het belang van etnische puurheid en het conserveren van lokale talen.

De hereniging van de Ngbaka paste uiteraard in het kraam van de Belgische kolonisatiepolitiek. Door etnische groepen duidelijk af te bakenen kon men aan de hand van het aloude verdeel- en heersprincipe efficiënt controle uitoefenen. Dankzij het gesuggereerde beeld van Afrika als een tribaal continent, hetgeen vaak geassocieerd wordt met primitiviteit, kon de koloniale aanwezigheid bovendien gelegitimeerd worden. De redenering was immers dat een primitief gebied nood heeft aan morele superioriteit van buitenaf om vooruitgang te boeken.

Pecheur is er wel in geslaagd om de Ngbaka opnieuw op één gebied samen te brengen, maar niet om de versnipperde clans te herenigen. Hoewel Pecheur aanvankelijk groot enthousiasme vertoonde over de hereniging van de Ngbaka, blijkt uit zijn brieven in het koloniale archief dat hij zich geleidelijk aan vragen begon te stellen bij de haalbaarheid van zijn opdracht. Het Belgische ideaalbeeld van netjes afgebakende etniciteit lag immers mijlenver af van de Congolese realiteit. Veel Ngbaka waren immers het contact verloren met hun clanleden en voelden niet de behoefte om terug te keren.

Pecheurs toenemende twijfel viel echter niet in goede aarde bij zijn oversten, die van hem verwachtten dat hij hun bevelen opvolgde. In 1928 heeft hij uiteindelijk ontslag genomen, compleet gedesillusioneerd. Uit de groeiende onenigheid tussen Pecheur en zijn oversten, die de bovenste laag van het koloniale bewind representeerden, blijkt dat  “de kolonisator” in realiteit uiteenvalt in grote verschillen tussen de visies van actoren ter plaatse en de policymakers in Brussel. Ook de veranderingen die het koloniale project sinds Leopolds bewind tot de onafhankelijkheid heeft ondergaan, tonen aan dat het onhoudbaar is om de koloniale periode in Congo als één monolithisch geheel te zien.

Hoewel Pecheurs opdracht artificieel was in opzet, heeft ze wel degelijk zeer reële gevolgen gehad. Met name de beleving van etniciteit, en de relevantie van de “Ngbaka-identiteit” zijn er sterk door beïnvloed. Tijdens mijn veldwerk in de zomer van 2014 is dat duidelijk geworden. Zo gaf een Ngbaka-informant aan dat hij de Pecheurs verwezenlijkingen van onschatbare waarde vindt omdat de Ngbaka één van de weinige etnische groepen uit de regio zijn die op geografisch vlak een coherent geheel vormen.

Daaruit blijkt ook hoe deze geografische eenmaking impact heeft gehad op de manier waarop men in Congo ruimte ervaart, en hoe deze symbolische betekenis heeft gekregen. Door het aanleggen van wegen en het creëren van gecentraliseerde dorpen, heeft men de koloniale visie op de ruimtelijke organisatie van een samenleving geïmplementeerd. Dat wil echter niet zeggen dat koloniale subjecten deze organisatie onvoorwaardelijk hebben aanvaard. Integendeel, zij hebben deze toegeëigend en naar hun hand gezet.

Ook de koloniale aanwezigheid op zich werd niet zomaar aanvaard. Eén van mijn Ngbaka-informanten vertelde bijvoorbeeld dat de oude staatspost in het gehucht Kalo is opgeheven omdat er teveel blikseminslagen waren. De Belgen gingen ervan uit dat dit te wijten was aan de steenrijke ondergrond van het gebied. Volgens veel Ngbaka waren het echter hun voorouders die deze bliksemaanvallen stuurden om de Belgen te verjagen. Deze anekdote toont aan hoe belangrijk het bovennatuurlijke is in de Afrikaanse beleving van machtsverhoudingen, en hoe zij zichzelf niet als passieve, ondergaande slachtoffers zien van het kolonialisme.

Kortom, de koloniale periode is in realiteit heel wat complexer dan men vaak veronderstelt. De simplistische tweedeling tussen kolonisator-gekoloniseerde valt in feite uiteen in meer gevarieerde actoren met verschillende maatschappijvisies. Het is belangrijk om die in kaart te brengen als we het koloniale project werkelijk willen begrijpen.
