Borgen van immaterieel cultureel erfgoed door formeel leren in Vlaanderen
Heeft Zwarte Piet nog een plek op school?
Wat hebben een kwetsende karikatuur tijdens Aalst Carnaval, een discussie over het uiterlijk van Zwarte Piet of een uit de hand gelopen studentendoop met elkaar gemeen? Het zijn recente onderwerpen die vaak de krantenkoppen haalden. Maar het zijn ook allen voorbeelden waarbij immaterieel cultureel erfgoed de aanleiding vormde voor sterke maatschappelijke debatten. Ook u heeft ongetwijfeld een mening hierover. Maar begrijpen we soms wel goed waarover het echt gaat? En kan onderwijs hier een rol in spelen? Deze vorm van erfgoed biedt namelijk ook heel wat didactische kansen en uitdagingen voor leerkrachten én leerlingen.
Borgen staat voorop
Eerst en vooral, immaterieel cultureel erfgoed hoeft niet altijd tot spanningen te leiden. Het maakt deel uit van het dagelijks leven, in zeer diverse uitingen. En soms zijn mensen er zich niet van bewust. De verbindende kracht ervan wordt jammer genoeg nog onvoldoende begrepen. Vaak zijn tradities uit het verleden doorgezet of overgenomen, waarbij deze niet altijd zijn aangepast aan een maatschappij die is blijven evolueren. Dit is bovendien niet enkel eigen aan immaterieel erfgoed, ook materieel erfgoed ontsnapt hier niet aan. Denk bijvoorbeeld maar aan de discussie over de standbeelden van Leopold II.
UNESCO nam in 2003 een conventie aan om duidelijkheid te scheppen in het begrip immaterieel cultureel erfgoed. België ratificeerde dit verdrag drie jaar later en beloofde met andere woorden de inhoud na te streven. Centraal staat het begrip safeguarding of ‘borgen’. Het is namelijk de gemeenschap die de dragende kracht moet kunnen zijn en zelf mag oordelen over het praktiseren of doorgeven aan toekomstige generaties. Maar belangrijk, ook het laten uitdoven of evolueren van het eigen immaterieel erfgoed moet mogelijk zijn. De conventie kan misschien een antwoord bieden op recente problematieken. Zeker aangezien UNESCO in 2016 hieraan ook een aantal ethische principes koppelde.

Komt dit op het rapport, meneer?
Volgens UNESCO kan onderwijs in dit borgen een belangrijke rol spelen. Het ontwikkelde richtlijnen om de conventie na te streven én een instrument om de toepassing ervan te meten bij de lidstaten. Het bouwde ook een rapporteringsmoment in. België, en dus de Vlaamse Gemeenschap als bevoegde deelstaat, zal eind 2021 een rapport moeten indienen. Een zelfevaluatie als het ware. Welke sterke en zwakke punten zou Vlaanderen kunnen aangeven bij UNESCO?
Waarderen, respecteren en reflecteren
Uit een screening van de eindtermen in het basisonderwijs en de eerste graad van het secundair onderwijs blijkt dat de overheid ruimte heeft ontwikkeld om te werken aan immaterieel cultureel erfgoed. Hoewel de eindtermen bewust open zijn geformuleerd met weinig expliciete verwijzingen, zijn er wel voldoende aanknopingspunten te vinden. Hier schuilt de mogelijkheid om attitudes na te streven. Waarderen, respecteren, reflecteren … Deze kunnen zeker een rol spelen in het beter leren vatten van het begrip en tot borgen te komen.
Maar wat kan er beter? Er liggen nog groeikansen in het ontwikkelproces van de sleutelcompetenties en de eindtermen. Het ontbreekt bijvoorbeeld aan participatie van de erfgoedgemeenschappen zelf. Wat vinden zij de moeite om te bewaren of om mee te geven via onderwijs? Ook instanties die in het ontwikkelproces belangrijke partners kunnen zijn, hebben nog geen plaats aan tafel bemachtigd. FARO, het Vlaams steunpunt voor cultureel erfgoed, of de Werkplaats immaterieel erfgoed, de organisatie die de werking opneemt voor het immaterieel cultureel erfgoed in de Vlaamse Gemeenschap, zouden met hun expertise een meerwaarde kunnen betekenen.
We mogen niet het risico lopen dat leerkrachten erfgoed uit de weg gaan.
De leerkracht als brugfiguur?
Immaterieel cultureel erfgoed is niet enkel te vinden in de wijd verspreide en bekende tradities zoals Sinterklaas, carnavalsvieringen of studentendopen. Er schuilt eveneens een didactische rijkdom in een volksverhaal, straatnaam, ambacht of zelfs een eenvoudige meiavondviering.
De open eindtermen − en de leerplannen van de onderwijsverstrekkers − verduidelijken niet welk erfgoed aan bod dient te komen op school. Dit heeft als voordeel dat ze inzetbaar zijn voor elke schoolcontext. Daartegenover verschuift zo de verantwoordelijkheid naar de leerkrachten. Het zijn zij die leerlingen moeten laten kennismaken met erfgoed. En dit zelfs vaak voor de eerste keer. Zijn zij in staat om deze rol als brugfiguur te vervullen?
In 2016 deed de Universiteit Gent een studie naar cultuureducatie in het secundair onderwijs. Hieruit bleek dat erfgoed als middel achteraan bengelt. Liefst 71,6% van de bevraagde leerkrachten gaf namelijk aan nooit erfgoed te gebruiken tijdens de lessen. Bovendien verklaarde bijna driekwart niet op de hoogte te zijn van de mogelijkheden van lokale erfgoedinstellingen. Leerkrachten kunnen − of durven − hun verbindende rol nog onvoldoende opnemen. We mogen niet het risico lopen dat leerkrachten erfgoed uit de weg gaan. Hoe kan hun functioneren worden versterkt?
Een brede schoolwerking
De context van iedere school is anders. Niet enkel op het vlak van omgeving, maar bijvoorbeeld ook qua publiek. De tijden zijn echter veranderd. Niet elke leerkracht werkt nog in de buurt waarin hij of zij zelf opgroeide. En het begrijpen van cultuuruitingen van leerlingen waar je zelf geen deel van uitmaakt is allesbehalve evident. Maar waarom geen verbinding aangaan met lokale partners ter ondersteuning, zoals Buurten met erfgoed? Dit project, dat sinds 2012 geleidelijk wordt uitgerold, komt bij het aftoetsen aan de conventie van 2003 sterk uit de hoek.
Wat geldt voor de ontwikkeling van eindtermen kan dus ook van toepassing zijn voor scholen(groepen). Laat de erfgoedgemeenschappen en -partners mee aan tafel zitten. Dit kunnen bijvoorbeeld lokale musea, bibliotheken of erfgoedverenigingen zijn. Maar aangezien het borgen van immaterieel erfgoed ook goed tot zijn recht komt via informeel leren, lijken ook jeugdhuizen en -bewegingen potentiële partners. Het uiteindelijke doel is te komen tot een leerlijn erfgoededucatie die lokaal wordt gedragen. Deze brede schoolwerking hoeft zich niet te beperken tot erfgoed, ook het werken aan milieu (MOS) of kansarmoede kan hier deel van uitmaken. Leerkrachten én leerlingen staan immers niet alleen, maar zijn onderdeel van een lerende gemeenschap. En als het kan helpen om waardevol immaterieel erfgoed te bewaren of het samen beter te leren begrijpen om polarisering in de toekomst te vermijden, waarom dan niet?
