Breedband in Zuid-Afrika: baie vinnig of een utopie?
Baie vinnig = vertaling uit het Afrikaans voor ‘heel snel’.
ICT in ontwikkelingslanden
De telecommunicatie-industrie is door de continue technologische vernieuwing
een van de snelst evoluerende sectoren ter wereld. Zeker de laatste jaren
ondergingen telecommunicatietechnologieën revolutionaire veranderingen door
de digitalisering van informatie. De 2e Internetrevolutie, breedband genaamd,
betekende in het Westen een verdubbeling van de gespendeerde tijd online.
Breedbandnetwerken zijn er de norm geworden om grote hoeveelheden digitale
data snel te transporteren.
Echter ook voor ontwikkelingslanden biedt dit zowel nieuwe kansen, als
bijkomende uitdagingen. Deze studie gaat in op de problematiek van informatie-
en communicatietechnologieën (ICT) in ontwikkelingslanden, en meer in het
bijzonder op de verspreiding van breedband in Zuid-Afrika. We zien in
breedband potentieel voor het vernauwen van de bestaande digitale kloof. Maar
ook breder, moeten we de kansen die ICT ons biedt, durven aanwenden om
ontwikkeling te stimuleren. Zonder daarbij te vervallen in technologisch
determinisme. In dit opzicht is vooral de toegang via lokale alternatieve
breedbandnetwerken veelbelovend.
Dat de overheid in deze de grootste verantwoordelijkheid draagt blijkt uit het
samenbrengen van normatieve ervaringen uit verschillende landen. De mate
waarin men de vrije marktwerking zijn gang laat gaan verschilt echter van land
tot land. Een coöperatief model tussen overheid en marktspelers, biedt de
meeste kansen voor een succesvolle breedbandverspreiding. Er dient te
worden gestreefd naar een evenwicht tussen regulering en liberalisering, met
zowel aandacht voor diensten en infrastructuur, als aanbieders en gebruikers.
Voor het realiseren van een dergelijk integraal beleid is een stabiel
regulatorisch kader met een proportionele regulering noodzakelijk.
Breedband als afgeleide van het telecommunicatiebeleid
Op het vlak van breedband bleef het lange tijd stil in de beleidsvorming in Zuid-
Afrika. Vanaf 1996 herkennen we echter een golfbeweging met wisselende
aandacht voor het onderwerp. Met aanvankelijk sterke statements over de
noodzaak van breedbandige en geconvergeerde infrastructuren, leek alles er
op te wijzen, dat Zuid-Afrika een breedbandvoortrekker voor het Afrikaanse
continent zou worden. Echter, met de afkeuring van de breedbandlicenties in
2001, zien we ook de mislukking van de operationalisering van het beleid rond
breedband en de verschuiving van breedband naar de achtergrond van het
beleidsprogramma. In lijn met de ontwikkeling van het telecommunicatiebeleid,
bleek Zuid-Afrika ook voor breedband in hetzelfde bedje ziek. Tegen 2005
groeide een georganiseerde weerstand. De druk om in te grijpen nam toe, en
dit kristalliseerde zich in de goedkeuring van de ‘Electronic Communications
Bill’ (ECB) en een tweede nationale operator. Sinds 2005 waait er in Zuid-Afrika
dan ook duidelijk een nieuwe wind op het vlak van breedbandbeleid.
Gevraagd: duidelijk wetgevend kader
Voor wat betreft de regelgeving ten aanzien van breedband, zien we ook dat de
onafhankelijke regulator (ICASA) af te rekenen heeft met veel kritiek.
Fundamenteel daarbij is overlappende rechtsbevoegdheid van de Minister voor
Communicatie. Ook de belangenvermenging van de regering, door het
strategische aandeelhouderschap, strookt niet met de doelstellingen van
algemeen belang. De realisatie van meer competitie in de sector kunnen we
dan ook maar ten dele geslaagd noemen. Er zijn echter steeds meer initiatieven
die wel in de goede richting wijzen. Zo lijkt de nieuwe wet te slagen in zijn doel
om meer duidelijkheid te brengen in de licentiepolitiek en werd met de ‘ICASA
Amendment Bill’, de slagkracht van ICASA verhoogd. Er worden ingrepen op
het niveau van de ADSL-prijszetting verwacht, de publieke consultatie ten
aanzien van het gebruik van het vrije spectrum en de verschillende
interconnectie-akkoorden getuigen eveneens van de motivatie bij ICASA. Er
werd ook een comité opgericht dat toezicht moet houden op de ontbundeling
van het lokale aansluitnetwerk.
Breedbandverspreiding op vandaag
Met 147.000 gebruikers eind 2005 ligt het aantal effectieve breedband
Internetaansluitingen in Zuid-Afrika bedroevend laag, toch is het land daarmee
een voortrekker voor het continent. Onderzeese glasvezel vormt daarbij de
belangrijkste bron van internationale bandbreedte in Zuid-Afrika. Breedband per
satelliet is de alternatieve optie, maar dit blijkt in de context van Zuid-Afrika
slechts onechte concurrentie. Ook op het niveau van de landelijke netwerken,
zijn er maar weinig breedbandaanbieders actief. De hoge prijzen, de beperkte
datasnelheden en de technische mankementen maken dat we in Zuid-Afrika
dan ook beter spreken van breedband met een kleine ‘b’.
De ontwikkeling van lokale netwerken wordt bemoeilijkt door het cascade-effect
van de beperkte beschikbare bandbreedte. De onvrede met de huidige situatie
en het lange wachten op beloofde verbetering, verklaart waarom lokale
initiatieven het recht in eigen handen nemen. ‘Wireless Internet Service
Providers’ (WISP) worden bijgevolg gedwongen om op de rand van de legaliteit
te balanceren. Echter ook hier merken we een gewijzigde positie in het
discours. De overtuiging om deze netwerken te disconnecteren op basis van
illegaliteit, verliest aan terrein ten opzichte van een informele acceptatie op
basis van wat het project realiseert in termen van universele toegang en lokale
ontwikkeling. Een formele erkenning is er echter niet, gezien de sfeer van
controverse rond dergelijke initiatieven. Het blijkt tevens dat lokale
gemeenschapsprojecten baat zouden hebben bij de toewijzing van
gereglementeerde frequentiebanden voor hun activiteiten en een onafhankelijke
en sterke regulator.
Tot slot
Deze studie resulteerde in een waardering van de huidige breedbandsituatie in
Zuid-Afrika, gekoppeld aan een aantal beleidssuggesties om de doelstelling van
lokale toegang te realiseren. Daartoe kan men: een infrastructuurprovider en
een breedband task force oprichten, streven naar proportionele regulering,
lokale initiatieven verbinden, meer middelen en mensen voor ICASA vrijmaken,
overlappende bevoegdheden van DoC en ICASA en belangenvermenging door
overheidsparticipaties beknotten, liberalisering op de landingspunten
doorvoeren en de lokale aansluiting vrijmaken.
Het mag duidelijk zijn dat breedband, tot nu toe, een eerder beperkte rol heeft
gespeeld in het telecommunicatiebeleid van Zuid-Afrika. En dat de problemen
rond breedband in Zuid-Afrika slechts een afgeleide zijn van de situatie op de
telecommunicatiemarkt. De aandacht voor breedband in het beleidsdiscours
neemt toe en zowel bij het DoC als bij de regulator heerst het besef dat
breedband nodig is om de Zuid-Afrikaanse bedrijven niet uit de markt te prijzen.
Steeds meer initiatieven en wetgevingen ondersteunen deze retoriek en voor
ons is dit aanleiding om te stellen dat Zuid-Afrika op het punt staat van de
langverwachte doorbraak naar een breedbandtoekomst. Daarbij worden de
beste mogelijkheden voor het realiseren van de doelstelling van universele
toegang, vooral door de alternatieve, lokale netwerken geboden. Vandaag is
echter nog maar het begin van een lange weg met veel obstakels.
