De invloed van de EU in de democratisering en mensenrechtensituatie van haar buurlanden via het Europees Nabuurschapsbeleid. Casestudy: Oekraïne
Niet al wie zoet is krijgt Europees lekkers
Oekraïne, winter 2004. Misschien herinnert u het zich nog wel: oranje gekleurde beelden van duizenden betogende burgers, woedend na corrupte verkiezingen. Deze Westers gezinde oppositie dwingt een regime op de knieën: de Oranje Revolutie is een feit. En de Europese Unie juicht. Maar wat blijft er vier jaar later over van deze nieuwe democratische hoop?
Terughoudendheid is vandaag het Europese codewoord. In reactie op de Oranje Revolutie was dat niet anders. Ondanks overdadige felicitaties voor kersvers president Yushchenko werd zijn wens om lid te worden van de Unie niet gehoord. In de plaats werd Oekraïne testcase voor het gloednieuwe Europees Nabuurschapsbeleid (ENB). Europa heeft immers belang bij een Oekraïne dat zijn welvaartspeil kan opkrikken en bereid is grensoverschrijdende problemen aan te pakken. Illegale immigratie bijvoorbeeld: samenwerking aan de grens kan dit inperken. Om pijnpunten als deze het hoofd te bieden, steunt het ENB buurlanden via diverse kanalen: van financiële hulp tot opleiding van ambtenaren. Europa hoopt het vuur van de Oranje Revolutie mee warm te houden door voor Oekraïne sterk in te gaan op democratie en mensenrechten. Alleen, waar investeren in betere economische infrastructuur nog relatief makkelijk lijkt, hoe realiseer je dit met democratie en mensenrechten?
Gelukkig is de EU niet aan haar proefstuk toe. Met een streng toetredingsbeleid slaagde ze er al in om twaalf Centraal- en Oost-Europese landen tot werkelijk fenomenale hervormingen te bewegen. Politicoloog Frank Schimmelfennig ontwierp op basis hiervan een model dat een aantal succesfactoren van beïnvloeding bevat. Het toetredingsbeleid bevat voornamelijk wat hij ‘democratische conditionaliteit’ noemt. Je kan dit best voorstellen als de EU die Sinterklaas speelt: wie zoet is, krijgt lekkers. Past men zich aan aan de Europese normen, dan wordt men beloond. In het toetredingsbeleid was de beloning EU-lidmaatschap.
Kan conditionaliteit dan ook in het ENB gebruikt worden? Door Schimmelfennigs model toe te passen, kwamen we uit op het antwoord: het kleurt behoorlijk negatief. Alle onderzochte factoren scoren lager in het ENB dan in het toetredingsbeleid, de factor ‘beloningen’ voorop. Voor een Oekraïne dat al jaren om EU-lidmaatschap schreeuwt is ENB frustrerend, want het ziet zich van ‘kandidaat-lidstaat’ gedegradeerd naar de categorie ‘buurlanden’. Zonder de beloning lidmaatschap. En toch smaakt ‘het koekje’ voor Oekraïne in vergelijking met andere partners nog behoorlijk zoet. Zo is Oekraïne het eerste land dat onderhandelingen kon opstarten over de felbegeerde toegang tot de Europese markt. Een beloning die op zich misschien toch groot genoeg kan zijn om aan te zetten tot hervormingen.
Ook voor wat betreft die andere belangrijke factor, geloofwaardigheid, zit de EU met een probleem. Zal zij woord houden, ook als er vanuit Moskou furieus gereageerd wordt op deze inmenging in de Russische invloedssfeer? Europa zit nog volop met de handen in het haar over haar relatie met Rusland, zoals de recente oorlog in Georgië duidelijk maakte. Het is nog maar de vraag of Europa belangen op het spel zal zetten voor een ‘achterbuurt’ als Oekraïne. Vandaag probeert de EU Rusland te vriend te houden, hetgeen uiteraard nefast is voor de geloofwaardigheid.
Andere bepalende factoren voor conditionaliteit zijn de adoptiekosten in Oekraïne en de standvastigheid van Europa. Dat laatste behoeft geen twijfel: al decennialang hamert de EU op democratische principes. Adoptiekosten zijn de kosten van democratische hervormingen voor de Oekraïense regering. Verliest zij hierdoor macht? Alle vooraanstaande politici, ook de anti-Westerse, claimen democratische principes. Het belang van dit democratisch besef mag zeker niet onderschat worden. Het regime is in minder dan 20 jaar geëvolueerd van (semi-)autoritair naar quasi liberaal-democratisch. Een echte ‘kost’ is het ENB dus niet.
De som van de bepalende factoren leert dat de huidige context ongunstig is voor conditionaliteit en dat de problemen dus op korte termijn niet opgelost zullen raken. Interessant is wel dat de Europese beleidsmakers dit al incalculeerden bij de uitwerking van het ENB. Daarom combineerden ze conditionaliteit met een andere strategie: overtuigen, of noem het ‘sociaal leren’. Hierbij wordt een land overtuigd zonder beloning, in feite een heel alledaags fenomeen. Net zoals een rebelse puber plots inziet dat zijn vreemde gedrag belachelijk is. En dit zonder ‘lekkers’ te krijgen, maar in de plaats stuurt zijn sociale omgeving signalen uit die aanzetten tot verandering. Precies zo bij de buurlanden van de EU…
Een volledig beeld van de kans op succes van het ENB krijgen we door ook Schimmelfennigs succesfactoren van sociaal leren te bestuderen: legitimiteit, resonantie en identificatie. De EU zorgde er heel bewust voor dat het ENB legitiem overkomt door het beleid steeds in overleg op te stellen. De resonantie (de reactie op ENB) is minder groot. Grootste spelbreker is de interne politieke instabiliteit. In vergelijking met Oekraïne lijkt de politieke crisis in België zelfs peanuts. Na de Oranje Revolutie stortte het land zich van de ene crisis in de andere. De laatste maanden laaien de emoties op rond de nakende presidentsverkiezingen. Helaas heeft de EU hier weinig vat op.
Buiten de wil van de EU om scoort ook identificatie laag. Wie dacht dat alle Oekraïners vol trots de Europese hymne zingen, zit goed fout. Alleen in het Noorden en Westen van het land is misschien zoiets te verwachten, het Oosten en Zuiden is veeleer Russisch georiënteerd. Deze breuklijn zit zo diep ingebakken dat de onderhandelingstafel dit niet in een handomdraai kan oplossen. Een optie voor de EU is om zich niet zozeer ‘intergouvernementeel’ (tussen regeringen, op het politieke niveau) in te mengen, maar wel ‘transnationaal’: via sociale actoren. In Oekraïne heeft dit wel slaagkansen: de civiele samenleving bestaat er uit tal van ngo’s, buurtcomités en politieke groepen. De EU begint zo stilaan het transnationale kanaal te ontdekken en dit is goed nieuws.
Het sociaal leren in het ENB staat nog behoorlijk in de kinderschoenen. Wil het tot een succesvol instrument uitgroeien, dan zullen zowel de EU als Oekraïne verdere inspanningen moeten leveren. Was het dan de juiste beslissing om een land in het vuur van de democratische revolutie niet meer te bieden dan een halfbakken en onduidelijk beleid? Toch wel. Hoeveel beter lidmaatschap ook zou scoren, met de uitbreidingsmoeheid in het achterhoofd is het eerlijkheidshalve gewoon geen optie meer. Het ENB is als enig alternatief de beste oplossing. En zei Einstein niet: “te midden van elke moeilijkheid ligt een mogelijkheid”? Wie zegt dan dat ook het ENB niet kan evolueren? Als het met het sociaal leren de goede kant opgaat, kan het in combinatie met conditionaliteit zelfs vernieuwende resultaten opleveren.
