The intensified geographic and demographic battle in the Holy Basin of Jerusalem. Case Study: How effectively claim a Palestinian village? The advanced judaization of Silwan.
Damage control: is een eerlijke opdeling van Jeruzalem nog mogelijk?
De geïntensiveerde geografische en demografische strijd in de ‘Holy Basin’ van Jeruzalem en Silwan als case study van de vergevorderde judaïsering van een Palestijns dorp.
Op één dag tijd: negen Palestijnse families worden door de Israëlische politie in het Palestijnse dorp Sheikh Jarrah uit hun huis gezet. Een paar uur later komen joodse kolonisten de meubels verwijderen en nemen hun intrek in de verlaten huizen. Diezelfde week: de inwoners van Al Bustan, een wijk in het Palestijnse dorp Silwan, krijgen voor de derde keer bevelen tot vernieling van hun huizen. Honderden inwoners van Al Bustan zullen plaats moeten ruimen voor een nationaal park ter ere van de Bijbelse Israëlische Koning David. Inwoner van Al Bustan Fakhri Abu Diab: “Wanneer ze komen, gaan we onze huizen sluiten. Weggaan doen we nooit. We sterven nog liever in onze eigen huizen.”
De staat Israël heeft een aantal reddingsplannen voor handen om een opdeling van Jeruzalem onmogelijk te maken. Welk plan de finish haalt en hoe ver Israël kan gaan in het realiseren van de ‘Greater Jerusalem’-droom is afhankelijk van de buitenlandse druk. Ondanks de verschillende scenario’s voor Jeruzalem blijft de kern van het Israëlische beleid in het geannexeerde Oost-Jeruzalem sinds 1967 ongewijzigd: zoveel mogelijk grond met zo weinig mogelijk Palestijnen. Wegens de verhoogde druk op een tweestatenoplossing voert de Israëlische staat op dit moment een koers van ‘damage control’ en ‘worst case scenarios’ en tracht ze te redden wat te redden valt. De realiteit op het terrein maakt duidelijk waar de grootste spanningsvelden zich situeren.
De geografische en demografische strijd wordt het hardst gestreden in de ‘Holy Basin’ van Jeruzalem. Omwille van de hoge graad van symboliek, religieuze en historische elementen leent de ‘Holy Basin’ zich tot meer verregaande vormen van strategieën om gebied te claimen dan in de rest van Oost-Jeruzalem. Een recent uitgelekt rapport onthulde hoe de Israëlische overheid in nauwe samenwerking met kolonistenorganisaties de joods/Israëlische aanwezigheid in de ‘Holy Basin’ legitimeert. Via de aanleg van nationale parken benadrukt men in dit gebied haast exclusief de joodse geschiedenis en religie. Christelijke elementen worden geminimaliseerd en islamitische elementen worden al helemaal genegeerd in een oppervlakte die bulkt van sporen van verschillende culturen en religies.
De verjoodsing van de ‘Holy Basin’ is het meest verregaand in het Palestijnse dorp Silwan. De kans dat Israël de geografische en demografische strijd op deze plek zal winnen is groot. Indien de internationale druk er niet in slaagt om dit tegen te houden zullen over één à twee jaar grote delen van Silwan onherroepelijk bij de Israëlische staat worden ingekapseld. Silwan omvat alle elementen die de overname zo succesvol maakt. De formule is een combinatie van religie, geschiedenis, symboliek, archeologie en het hervormen tot een exclusief joods residentieel gebied. Hierbij tracht men via het massaal aantrekken van toerisme het nationaal bewustzijn aan te wakkeren, zodat het bij een toekomstige opdeling van Jeruzalem ondenkbaar wordt dat men deze gebieden zou loslaten. Deze mentale claims worden als legaal gepresenteerd via een ruimtelijke planning die nauwelijks ruimte laat voor residentieel gebruik, legaal bouwen haast onmogelijk maakt met als gevolg een hoge prevalentie aan huizenvernielingen. Daarnaast is er ook de systematische overname van Palestijnse huizen door joodse kolonistenorganisaties en, zij het niet altijd direct, de Israëlische staat.
De katalysatoren van dit project zijn met recht en rede de kolonisten te noemen. Zij zitten zo nauw verweven in het netwerk van de Israëlische overheid, waardoor men zich kan afvragen of men wel van twee aparte entiteiten kan spreken. Een recente en volgens velen nog ongeziene trend langs Palestijnse zijde is de stijgende organisatie op ‘grassroots’-niveau, voornamelijk in de ‘Holy Basin’. De protesttenten zijn een effectieve manier waarop de inwoners van bedreigde dorpen meer internationaal bewustzijn trachten te creëren.
De Palestijnse dorpen buiten de ‘Holy Basin’ zijn voor Israël van minder nationale waarde. Alles lijkt erop te wijzen dat ze bereid is deze gebieden terug te geven aan de Palestijnse Autoriteit indien het tot een opdeling van Jeruzalem zou moeten komen. Deze Palestijnse dorpen zouden als een soort ‘trading card’ kunnen fungeren voor de joodse nederzettingen die Israël niet wil/kan loslaten. Of is het vooral een kaart die ze achter de hand houdt maar liever niet wil uitspelen? Het recente charmeoffensief van Nir Barkat tegenover deze dorpen lijkt in ieder geval handig in te spelen op de dualistische identiteit van vele Palestijnse Jeruzalemmers, ideologisch bij de Palestijnse Autoriteit, maar omwille van de hogere levensstandaard in Israël stil de bezetting prefererend.
De ‘Holy Basin’ kan gerust de kern van de geografische en demografische strijd genoemd worden. Het gewenste plan voor Jeruzalem reikt echter verder dan dat, met name de creatie van een ‘Greater Jerusalem’: de verbinding van de ‘Holy Basin’ met de joodse nederzettingen buiten de stadsgrenzen van Jeruzalem in het noorden, oosten en zuiden. De uitbreiding naar het oosten via het gecontesteerde gebied E-1 wordt momenteel tegengehouden door de Verenigde Staten vanwege haar desastreuze gevolgen. Deze oostelijke uitbreiding zou de Palestijnse territoriale continuïteit van noord naar zuid in Jeruzalem en de Westelijke Jordaanoever doorbreken en daarmee de kans op een tweestatenoplossing dwarsbomen. De droom van Jeruzalem als ‘the Undivided-Never-to-be-Re-divided-Eternal-Capital of Israel’ lijkt Israël te verblinden voor de gevolgen ervan. Het is niet overdreven te stellen dat bovenstaande reddingsplannen naast een lokale Intifada een regionale tot globale ‘botsing der beschavingen’ teweeg kan brengen.
Maar is een tweestatenoplossing en daarmee de opdeling van Jeruzalem wel een goede zaak? De Israëlische staat heeft haar reddingsplannen klaar en een terugtrekking naar de grenzen van 1967 zit daar niet tussen. Met de woorden van Yakir Segev van het stadsbestuur van Jeruzalem: “You’ve had your capital for hundred years, let us have ours!” Hoe langer een vredesakkoord op zich laat wachten, hoe meer tijd er is voor Israël om dorpen zoals Silwan te ‘verjoodsen’ en daarmee het eigenaarsschap op te eisen. Is er wel mogelijkheid tot een eerlijke opdeling met alle Israëlische ‘facts on the ground’ of zal een Palestijns Jeruzalem bestaan uit de Palestijnse enclaves die Israël niet meer nodig had en die met elkaar in verbinding staan via tunnels en door Israël gecontroleerde wegen? Laten we tot de kern van de zaak komen: de bezetting. Indien Israël het recht krijgt om te blijven, dan heeft ze de plicht om te delen, in geheel Jeruzalem.
