A socialist takeover of Health Care? Op welke manier beïnvloedt de Tea Party de discussie omtrent gezondheidszorg en welke blijvende effecten heeft dit op de partijpolarisatie in de VS?
Sinds 2009 wordt men in de VS geconfronteerd met de opkomst van de zogenaamde Tea Party beweging. Deze Tea Party beweging vindt ingang over heel het grondgebied van de VS en heeft in november 2010 reeds bewezen dat ze een niet te onderschatten invloed kan uitoefenen op het Amerikaanse politieke systeem. Meer dan veertig kandidaten die het label Tea Party kandidaat droegen werden tijdens deze tussentijdse verkiezingen verkozen tot het Amerikaanse Congres. Toch lijkt de grootste impact van de beweging deze te zijn die ze heeft op de ideologische positie van de Republikeinse Partij.
Desondanks deze enorme impact is het moeilijk om een genuanceerd beeld te verkrijgen van de Tea Party beweging. Een onderzoek naar de precieze vorm en structuur van de Tea Party vormt dan ook het eerste luik van de thesis. Op basis hiervan zien we de Tea Party als een schijnbaar losse coalitie van burgers die zich richten tegen het politieke etablissement in Washington D.C. Ook Republikeinse politici worden hier in het vizier genomen. Sterker nog, de eerste politieke verkozenen die onder vuur van de Tea Party kwamen, waren Republikeinen. Toch lijkt men zich vooral te richten tegen de Democratische administratie onder leiding van president Obama. De Tea Party beweging richt zich uitsluitend op sociaal-economische thema’s, omwille van de positie die ze inneemt ten aanzien van deze thema’s kunnen we de beweging omschrijven als conservatief. Het gaat immers om standpunten ten voordele van lagere belastingen en minder overheidsinmenging in de economie. Levensbeschouwelijke thema’s, zoals abortus of het homohuwelijk, blijven dus afwezig in het discours van de Tea Party, alsook raciale thema’s. Deze exclusieve focus op sociaal-economische thema’s is voor velen binnen de Republikeinse Partij de aanleiding om zich te verzetten tegen de groeiende invloed van de Tea Party binnen de partij. De Tea Party is bovendien enorm gefragmenteerd. Uit verschillende opiniepeilingen blijkt dat er geen overeenstemming te vinden is omtrent leidersfiguren. Buiten een paar hoofdstandpunten lijken de individuele Tea Partiers dus weinig gemeen te hebben. Toch gaat het hoofdzakelijk om blanke, protestantse, welgestelde mannen van middelbare leeftijd die een hoger opgeleid zijn dan de gemiddelde Amerikaan.
Een van de eerste punten waar de Tea Party zich expliciet tegen richtte was de gezondheidszorgshervorming zoals voorgesteld door president Obama en uiteindelijk goedgekeurd in maart 2010. Voornamelijk de verplichting die werd opgelegd aan individuele burgers om een zorgverzekering aan te kopen werd gezien als ongrondwettelijk en een schending van de individuele vrijheden die centraal staan in de Verenigde Staten. Hiermee wordt het duidelijk dat het protest van de Tea Party zich niet op de hervorming als dusdanig richt, maar dat ze eerder de hervorming voorstelt als een manifestatie van een tyrannieke overheid. De naam Tea Party is zelfs een rechtstreekse verwijzing naar deze onderliggende gedachte. Net als de revolutionairen tijdens de Boston Tea Party uit 1773 verzet men zich immers tegen een ondemocratische overheid, die de individuele rechten van haar onderdanen schendt, zo luidt de redenering.
In deze thesis gaan we na een inleidend deel in op de manier waarop deze sociale beweging haar strijd voorstelt aan het Amerikaanse publiek. Meer bepaald tracht de Tea Party bepaalde interpretatiekaders op te roepen of te bewerkstelligen die dan met haar activiteiten en doelstellingen geassocieerd zullen worden. De processen die men hiervoor hanteert zijn zogenaamde frame alignment processen. Het gaat immers om het op één lijn brengen van de verschillende interpretatieve kaders of frames. In het empirisch onderzoek hanteren we publicaties en uitspraken van organisaties die zich opwerpen als de nationale manifestatie van de sociale beweging. Aan de hand hiervan onderzoeken we welke frame alignment processen dominant zijn en wat ons dit vertelt over de Tea Party en de potentiële aanhang die ze wenst te veroveren. Het eindresultaat is een evaluatie van het overkoepelende collective action frame (een interpretatief kader dat de expliciete bedoeling heeft om te mobiliseren en steun te genereren) en de vier dimensies waarop zulk een kader kan variëren.
Het laatste deel in de thesis spitst zich toe op de impact die een sociale beweging als de Tea Party uitoefent op de Republikeinse Partij, waar ze haar intrede in maakt. Uit ons onderzoek zal immers duidelijk blijken dat de Tea Party bijna uitsluitend standpunten zal innemen ten aanzien van thema’s die zich op de sociaal-economische breuklijn bevinden. De verwachting die we in dit deel van het onderzoek koesteren luidt als volgt: de nieuwe Tea Party activisten zullen met hun intrede een wezenlijke invloed uitoefenen op de traditionele activisten. Ze veranderen immers het ideologisch pakket waarop activisten als het ware geabonneerd op zijn. Activisten die zich als sterk conservatief omschrijven zullen extremere posities innemen ten aanzien van sociaal-economische dan voordien. Ten aanzien van andere dimensies, zoals cultureel of raciaal, zullen er geen convergerende effecten optreden. Dit is de basisdynamiek die schuilgaat achter het theoretisch kader, genaamd conflict extension, letterlijk de uitbreiding van conflict naar andere politieke dimensies. In het empirisch onderzoek testen we deze verwachtingen, door middel van politieke typologieën van het Amerikaanse electoraat uit 2005 en 2011.
