Cohesie van de EU-lidstaten in de Algemene Vergadering van de Verenigde Naties voor en na de EU-uitbreiding van 2004

In mijn masterproef heb ik bekeken of er een verschil is in de cohesie tussen de EU-lidstaten in de de Algemene Vergadering van de Verenigde Naties voor en na de EU-uitbreiding van 2004.

De perceptie is dat er sinds 2004 minder cohesie is en dat die afname vooral te wijten is aan de houding van de nieuwe lidstaten. Mijn masterproef is niet het eerste onderzoek rond dit thema. Eerdere onderzoeken gaven aan dat een EU-uitbreiding steeds gepaard gaat met een daling in cohesie. Het zou volgens voorspellingen een hele tijd duren voor de 10 nieuwe lidstaten zich aansluiten bij de EU-cohesie. Frankrijk en het Verenigd Koninkrijk blijven koppig apart staan. En het thema ontwapening en veiligheid zou een struikelsteen zijn op weg naar cohesie. Mijn bedoeling was om op een kwantitatieve manier na te gaan of dit ook strookt met de realiteit.

Het onderzoek gebeurde op basis van de data die beschikbaar is op de VN-website. De data voor respectievelijk 1999-2004 en 2004-2009 werden hiervoor vergeleken. Aan de hand van verschillende berekeningsmethoden werden de hypothesen getoest. Die berekeningsmethoden zijn:

  • Frequentietabellen of kruistabellen
  • Logistische regressie
  • Index of Agreement
  • Conformiteit
  • Clusteranalyse
  • Multidimensional Scaling

Na de berekeningen bleek dat de meeste oorspronkelijke hypothesen ook terugkwamen in de berekeningen. Er is weinig verschil in de positie van de EU15 voor en na de uitbreiding. Vooral in Committee 1 (Disarmament & Int’l Security) is de cohesie onder het gemiddelde. Het zijn vooral Frankrijk en het Verenigd Koninkrijk die zich afzonderen van de anderen.

Wat opviel, is dat de cohesie tussen de EU25 merkbaar stijgt na de uitbreiding. De 10 nieuwe lidstaten zijn dus wel een stuk dichter naar de 15 oude lidstaten bewogen.
