Leidt strijd om land tot strijd om politieke rechten? Een studie over de het politiek bewustwordingsproces binnen het MST

 

Duizenden mensen mobiliseren om te strijden voor een eigen stuk land, een eigen identiteit, politieke rechten en misschien zelfs een nieuwe samenleving? Het is een fenomeen dat we ons in het welstellende West-Europa bijna niet meer kunnen voorstellen. Toch doet dit  zich elders in de wereld nog dagelijks voor. Één opmerkelijk land is daarbij Brazilië, waar de eis om landhervorming  al decennialang een belangrijk punt vormt voor de boeren en lokale volken.  Op basis van statistieken uit 2006, blijkt dat van de 190 miljoen inwoners die Brazilië kent, meer dan vier miljoen mensen zonder grond leven.                                                                                                                                                                                     

De belangrijkste speler in dit verhaal is het Movimento dos Trabalhadores Rurais Sem Terra, afgekort MST. Deze landloze boerenbeweging uit Brazilië ijvert sinds 1984 voor landhervorming en een transformatie van de samenleving naar socialistisch model en is intussen uitgegroeid tot de grootste rurale beweging van Zuid-Amerika. Ze mobiliseren landloze werkers en bezetten samen met hen stukken grond die al twee jaar geen sociale functie meer uitoefenen. Daarna trachten ze op de ingenomen gronden een nieuw leven voor de landloze werkers op te starten. Het is opmerkelijk hoe het MST erin blijft slagen om hun leden op te roepen om tot politieke actie over te gaan, gezien er bij de rest van de Braziliaanse bevolking weinig mobilisatie is tot op heden.

Zodoende is het heel interessant om te onderzoeken hoe het politiek bewustwordingsproces van de leden van het MST zich ontplooit. Voor deze scriptie wordt de invloed van de organisatiestructuur van de beweging op deze ontwikkeling geanalyseerd. Daarnaast zijn vroegere levenservaringen en persoonlijkheidskenmerken van de leden in rekening gebracht, om na te gaan als dit mede het bewustzijn en de positie van het lid in de beweging bepaalt.

Om een zo correct mogelijk onderzoek te voeren diende een veldwerk bij het MST in Brazilië zich aan. Zo geschiedde en tijdens een verblijf van vijf weken in Ceará heb ik aan de hand van drie kwalitatieve methodes het politiek bewustzijn onderzocht, wat tevens een vernieuwend element is in vergelijking met vorig onderzoek rond dit onderwerp. Via participatieve observatie in kampen (acampamentos) en vestigingen (assentamentos) van de beweging, interviews met de leden en analyse van documenten van het MST, heb ik getracht een antwoord te zoeken op de onderzoeksvragen.

Zo blijkt dat de organisatiestructuur van het MST zowel een bewuste als onbewuste invloed uitoefent op het politiek bewustzijn van haar leden.  Het belangrijkste aspect blijkt daarbij de strijd die gaat van strijd voor landbezit tot en met politieke rechten. Dit kan door middel van opstandmarsen in steden, het bezetten van een stuk grond, het uitbouwen van een eigen gemeenschap, de mobilisatie van landloze boeren, enzovoort. Een tweede belangrijk aspect is de interne organisatie van het MST. Daarbij is elke stap in dit proces, met name de bezetting, het kamp (met culturele avonden, afbeelding 1)  en de vestiging een belangrijke factor om het politiek bewustzijn geleidelijk aan te wakkeren. Tot slot zijn onderwijs en vorming de stokpaardjes waar het MST zijn succes uit haalt. Ze richten op het platteland zelf scholen op die meer focussen op het plattelandsleven in plaats van het stadsleven, teneinde een zelfwaardering bij de landloze werkers op te wekken (afbeelding 2).

Aan de hand van de interviews  bij de leden van het MST onderscheiden zich vier groepen leden: de acampados, de assentados, de militanten en de directie. Deze groepen variëren zowel in egagement voor het MST als in politiek bewustzijn, wat blijkt samen te hangen met hun functie en verantwoordelijheid ze binnen de beweging beoefenen.  Elke geïnterviewde geeft aan dat het collectief aspect van het MST belangrijk blijkt voor zijn of haar bewustzijn:

Ik zie enkel positieve veranderingen.  Zo ben ik lid van het MST  die strijdt voor een sociale zaak, en in het MST leer ik, strijd ik met de mensen en heb ik kennis opgedaan die ik in geen enkele andere school zou kunnen geleerd hebben” (Francisca,militant, 24 jaar).

Toch valt op dat een hoger politiek bewustzijn bij de meer verantwoordelijke functies ( militanten en directie) wordt gevonden. Persoonlijkheidskenmerken zoals inzet, inzicht in het groepsbelang en de wil om progressie te boeken, spelen hierbij een rol. Ook levenservaring, waaronder betrokkenheid bij de Kerk, de vakbond, politieke partijen, het onderwijs en het opgroeien in een gezin dat lid is van het MST, zijn belangrijke stimulansen. Het is niet duidelijk waarom precies zij deze persoonlijkheidskenmerken en levenservaring hebben. In de resultaten blijkt dit ten dele door het sociaal of politiek bewustzijn van de ouders of de sociale omgeving, maar andere gevallen suggeren dat dit een inherente eigenschap is van de persoon zelf.

Daarnaast blijkt dat het MST bij deze groep het politiek bewustzijn verder ontwikkelt door vormingen, onderwijs en vergaderingen. Het hoger bewustzijn spreekt uit de interviews, waar we zien dat ze vaker politieke taal gebruiken en meer vertellen over de positie van de boer in de Braziliaanse samenleving. Dit in tegenstelling tot de basisgroep, de acampados  en  de assentados die wel een besef hebben van het politieke belang van landhervorming, maar toch meer individuele en praktische elementen, zoals een stuk grond en een huis, op de voorgrond plaatsen. Politieke waarden lijken bij deze groep niet zo’n grote rol spelen. Op die manier hebben we een nieuw model van politiek bewustzijn ontwikkeld dat het proces beter weergeeft en als tool kan dienen voor verder onderzoek of voor de beweging zelf (zie figuur 1).

Tot slot wil ik meegeven dat het belang van dit onderzoek ligt in het maatschappelijke waarde ervan. De resultaten kunnen interessant zijn voor het MST, om hun organisatie te verbeteren en op die manier landhervorming en een betere positie voor de landloze werker in de Braziliaanse samenleving te verwerven. De laatste jaren is veel onderzoek gebeurd naar rurale bewegingen en de plattelandspolitiek. Daarbij hecht men alsmaar meer belang aan de macht van de boeren en werkers, verenigd in sociale bewegingen. Zo verklaart Mooney (2000) “[dat] we waarschijnlijk mogen verwachten de toekomst van rurale samenlevingen, indien er een toekomst is, te vinden binnen in het veld van sociale bewegingen”.
