Regional development of the Speyside area in Scotland on the basis of (cultural) route tourism

Whiskytoerisme is big business

De laatste jaren is whisky steeds vaker onderwerp van gesprek geworden. Steeds meer mensen krijgen interesse voor dit product en dat is ook terug te zien in de toenemende aandacht in verschillende media, onder andere via krantenreportages en de recent verschenen film The Angels’ Share. Wereldwijd wordt er elk jaar meer whisky gedronken waardoor we kunnen spreken van een mondiaal fenomeen, maar tegelijkertijd is whisky nog altijd een product dat sterk verbonden is met Schotland. Ook toerisme in landelijke delen van Schotland wordt hier deels door gevormd. Naast de traditionele kenmerken zoals bergen en lochs vormt whisky een belangrijke toeristische trekpleister in de Highlands. Jaarlijks bezoeken duizenden toeristen een whiskydistilleerderij om een snuifje te krijgen van de mystiek van dit zogenoemde uisge beatha of ‘levenswater’.Speyside, dé whiskyregio in het noordoosten van Schotland, vestigt nu meer aandacht op whiskytoerisme als economische sector omdat de traditionele economische polen zoals landbouw, visserij en defensie sterk achteruitgaan. Het gebruiken van toerisme voor socio-economische ontwikkeling van een bestemming blijkt echter niet vanzelfsprekend.

In recente jaren is de vorm van toerisme drastisch veranderd. Waar vroeger massatoerisme aan de kust domineerde, heeft vandaag een meer persoonlijk ingevulde vakantie vaak de voorkeur. Deze evolutie vond min of meer parallel plaats met de toename van het belang van cultuur in de maatschappij en in het wetenschappelijk onderzoek. De nadruk op cultuur is bijvoorbeeld te zien in de toegenomen interesse van toeristen voor erfgoed en lokale gebruiken in hun vakantiebestemming.Daarnaast is er steeds meer wetenschappelijke aandacht gekomen voor de manier waarop toerisme gebruikt kan worden om landelijke gebieden economisch te stimuleren. Toerisme kan zorgen voor werkgelegenheid in streken die verder socio-economisch weinig te bieden hebben. Vaak is het regionale beleid zelf een drijvende kracht hierachter: het herkent de toenemende interesse van toeristen in culturele eigenheden van een gebied. Veel streken die te kampen hebben met een achteruitgang van landbouw en visserij moeten andere manieren vinden om economisch en sociaal leefbaar te blijven. Toerisme wordt hiervoor vaak als oplossing gezien.Nu is het ook zo dat in een wereld van globalisatie mondiale bedrijven zoals Nike, McDonald’s en Apple de wereld afspeuren naar geschikte locaties voor investeringen. Praktisch elk deel van de wereld is toegankelijk voor dergelijke ondernemingen en de locatie van hun vestigingen is meestal zo gekozen dat winst zo groot mogelijk kan worden. Net als het beleid herkennen veel van deze bedrijven het economisch potentieel van cultuur. Een toegenomen focus op cultuur als economische brandstof is dus vaak een steekspel tussen verschillende partijen, waarvan sommige als doel hebben de economie van een regio te herstructureren terwijl wereldwijd opererende firma’s vooral hun winst willen maximaliseren. Om cultureel toerisme succesvol te gebruiken voor regionale ontwikkeling is het noodzakelijk om te kijken naar hoe deze verschillende doelstellingen elkaar beïnvloeden.

Whiskytoerisme in Speyside in het noordoosten van Schotland vormt hierop geen uitzondering. Deze streek heeft recent economische veranderingen ondergaan, en nu wordt whiskytoerisme meer en meer gezien als een manier om de economie van het gebied te ontwikkelen. Het aanwezige toerisme wordt voor een groot deel gevormd door whisky; ongeveer 50% van alle Schotse whiskydistilleerderijen zijn in Speyside te vinden. De meeste van deze distilleerderijen zijn eigendom van multinationals, die daarmee ook instaan voor een groot deel van het toeristisch aanbod. Zo is er een autoroute langs bekende distilleerderijen, de zogenaamde Malt Whisky Trail, en zijn er bezoekerscentra waar jaarlijks duizenden toeristen naartoe komen. Tegelijkertijd wil de regionale gemeenschap ook profiteren van deze toeristen. In realiteit hebben lokale ondernemingen, bewoners en beleid weinig inspraakmogelijkheden in hoe toerisme door mondiale bedrijven ingevuld wordt, ondanks het feit dat whisky een historische band met de streek heeft en dus als intellectueel eigendom van de gemeenschap gezien kan worden. Een goed voorbeeld is de Malt Whisky Trail. De ruimtelijke spreiding van toeristen via deze route, zodat de economische voordelen van toerisme over de regio verdeeld worden, wordt niet nagestreefd. Dit komt doordat de focus van de eigenaars op marketing, dus de creatie van een bekende naam, in plaats van het ontwikkelen van een praktische en goede route ligt. Alleen de globale bedrijven worden toegelaten tot het management van de route. Deze onbalans in machtsverhoudingen tussen wereldwijde en regionale betrokkenen maakt het moeilijk om de positieve effecten van toerisme zo veel mogelijk uit te spreiden. In praktijk gaan de grootste voordelen naar de globale bedrijven, terwijl veel bewoners en lokale firma’s maar beperkte mogelijkheden hebben om hiervan te profiteren.Toch is whiskytoerisme in Speyside niet enkel kommer en kwel voor de mensen die hier wonen. Zonder dit toerisme zou het gebied waarschijnlijk slechter af zijn. De socio-economische kenmerken van de regio in termen van inkomen, werkgelegenheid en dergelijke zijn niet erg negatief. Toch is er nog altijd veel ruimte voor verbetering. Het streven van het beleid om aan de hand van whiskytoerisme de streek te ontwikkelen wordt bemoeilijkt door de beperkte samenwerkingsmogelijkheden met multinationals. Met andere woorden, de doelstellingen van de grote, wereldwijde ondernemingen en de regionale gemeenschap zijn niet op elkaar afgestemd, waardoor de mogelijkheden tot samenwerking beperkt zijn. De ontwikkeling van een dialoog en onderling vertrouwen tussen alle betrokken partijen zou een eerste stap in de goede richting zijn.

Concluderend, whisky is een product dat over de hele wereld bekend is en dat in de toekomst, met de opkomst van sterke economieën in Zuidoost-Azië, waarschijnlijk alleen maar zal groeien. In theorie zou deze ontwikkeling positief moeten zijn voor Speyside in Schotland, de bakermat van de Schotse whisky en de uitgesproken streek voor whiskytoerisme. Toerisme blijkt echter niet direct voor iedereen positief uit te pakken. Meer toerisme betekent niet automatisch meer inkomsten, en zelfs meer inkomsten betekent niet altijd regionale ontwikkeling: om hiervan te kunnen spreken, moet er bekeken worden hoe de positieve én negatieve gevolgen van toerisme ruimtelijk en sociaal verdeeld zijn. Betere samenwerking tussen regionale en mondiale betrokkenen door afstemming van verschillende doelstellingen rond toerisme geeft meer mogelijkheden voor de ontwikkeling van de economie van een gebied in de richting van een zogenaamde culture economy
