De invloed van fiscaliteit op de locatiekeuze van regionale hoofdkwartieren door multinationale ondernemingen in Europa. Effectief betaalde belastingen vs vennootschapsbelasting.

Lage(re) belastingen trekken nog steeds bedrijven aan.

Uit mijn onderzoek naar het effect van belastingen op de locatiekeuze van multinationale ondernemingen blijkt dat deze nog steeds een negatieve invloed hebben. Dit wilt zeggen dat bedrijven algemeen kiezen voor landen met lagere belastingpercentages. Deze bevinding gaat op voor vennootschapsbelastingpercentages, de hoeveelheid werkelijk betaalde belastingen en roerende voorheffing op dividenden. Het onderzoek werd uitgevoerd bij bedrijven die tussen 2006 en 2012 een regionaal hoofdkwartier hebben opgericht in de Europese Unie.

Om te bepalen waar de ideale locatie voor het opstarten van een dochteronderneming zich bevindt, spelen verschillende factoren een rol. De locatiekeuze wordt door een onderneming meestal genomen op basis van een global market opportunity analysis. Het bedrijf stelt dan een model op waarin het duidelijk maakt wat het belangrijk vindt en bekijkt dan waar deze factoren aanwezig zijn. Ik heb onderzocht welke factoren voor deze bedrijven belangrijk zijn indien zij een regionaal hoofdkwartier willen oprichten in de Europese Unie. In de periode 2006-2012 waren er wereldwijd 4866 investeringen in regionale hoofdkwartieren. Daaruit heb ik 1563 investeringen naar landen uit de Europese Unie gehaald. Vervolgens ben ik nagegaan of multinationale ondernemingen nog steeds locaties met lage belastingpercentages verkiezen boven locaties met hoge(re) belastingen.

Uit mijn onderzoek komt voort dat zowel vennootschapsbelastingpercentages, effectief betaalde belastingpercentages en roerende voorheffing op dividenden een negatief effect hebben op het aantal investeringen. Concreet wil dit zeggen dat het aantal investeringen in een land daalt indien de belastingen zouden stijgen. Voor de vennootschapsbelasting werd als resultaat gevonden dat een stijging met 1 procentpunt zorgt voor 5,92% minder investeringen. Deze bevinding werd in het verleden reeds aangetoond door verschillende onderzoekers. Daarom heb ik onderzocht of dit effect ook plaatsvindt indien de werkelijke betaalde belastingen als variabele worden opgenomen. Door verschillende aftrekposten (bijvoorbeeld de notionele intrestaftrek) die de overheid voorziet, betalen grote ondernemingen namelijk zelden het werkelijk verschuldigde percentage. Als resultaat van dit onderzoek werd gevonden dat een stijging van dit percentage met 1 procentpunt zorg voor een daling van het aantal investeringen met 2,66%. Het zou echter verkeerd zijn te stellen dat het effect dus dubbel zo klein is als eerder gedacht. Een statistische test wijst namelijk uit dat niet met (95%-) zekerheid kan worden gezegd dat de invloed van effectief betaalde belastingpercentages kleiner is dan de invloed van vennootschapsbelastingpercentages.

Verder komt uit het onderzoek naar voor dat dit effect ook opgaat voor de roerende voorheffing op dividenden. Deze bevinding werd nog niet aangetoond door eerdere onderzoeken. Een stijging van 1 procentpunt (van bijv. 19% naar 20%) zorgt voor een daling in de investeringen van 3,05%. Dit alles impliceert dat overheden voorzichtig moeten zijn met het verhogen van belastingpercentages indien zij ook het aantrekken van bedrijven als doelstelling hebben. Of het opportuun is de belastingen voor grote (rijke) bedrijven te verlagen dient vanzelfsprekend te worden overgelaten aan de bevoegde overheden.
