Intersections between high-end art and finance in the global city - A comparative analysis

Kunst en de queeste voor wereldstadstatus

Een wereldstad telt niet enkel veel inwoners, luchthavens, internationale conferenties of toeristen. Vooral kapitaal en de aanwezigheid van gespecialiseerde diensten maken een stad tot ware ‘wereldstad’, althans zo wordt binnen academische kringen geredeneerd. Wereldsteden worden er doorgaans vanuit een strikt economische lens benaderd. Zo introduceerde Saskia Sassen in 1991 de term ‘the global city’ om te verwijzen naar de belangrijkste knooppunten in het netwerk van geglobaliseerd kapitaal. Vandaag blijken (wereld)steden echter evenzeer in te zetten op de productie en de consumptie van hoogwaardige kunst en cultuur om zich als stad te laten gelden. ‘The global cultural city’ blijkt dan ook steeds vaker het ijkpunt te worden. Steden die de status ‘wereldstad’ ambiëren, erkennen dan ook dat ze niet langer uitsluitend de economische kaart kunnen trekken maar dat ze zich ook als internationale kunstencentra op de kaart moeten zetten.

‘Global cultural cities’: waar kunst en kapitaal elkaar kruisenDeze erkenning stoelt op het potentieel van kwalitatieve kunst om de economie te stimuleren. Door het aantrekken van toerisme, hooggeschoolden en investeringen kan kunst immers een belangrijke rol spelen in het verhogen van de financiële en innovatieve competitiviteit van steden. Anderzijds is kunst afhankelijk van financiële stimuli, gaande van nationale en lokale overheden tot private en erg gespecialiseerde financiële diensten. Er blijkt dus een sterke wederzijdse relatie te bestaan tussen kunst en kapitaal. Gezien beide sectoren zich bovendien vooral in grote steden vestigen (omwille van bijvoorbeeld goed ontwikkelde transport- en communicatie-infrastructuur en een typische open ingesteldheid onder grootstedelijke burgers), wordt verwacht dat deze relatie het sterkst is in grote, belangrijke steden: wereldsteden.

Hoewel deze verwachting in de literatuur al vaak werd geopperd, blijven empirische analyses schaars. De weinige studies die de relatie tussen kunst en kapitaal in steden hebben onderzocht, focussen enkel op de ultieme topsteden, gebruiken weinig indicatoren of bestuderen één enkele stad. De geografie van de ‘global cultural cities’ bleef dus, tot voor kort, grotendeels onderbelicht in wetenschappelijke studies. Mijn thesisonderzoek droeg bij tot het dichten van deze academische lacune door het verband tussen kunsten- en financiële centra wereldwijd te onderzoeken.

De geografie van ‘global cultural cities’: richting Oost?Concreet werden twee rangschikkingen van steden met elkaar vergeleken: enerzijds een classificatie volgens financiële competitiviteit die door het Londense adviesbureau Z/Y en Group werd opgesteld, anderzijds een zelf ontworpen model van steden volgens hun belang als internationaal kunstencentrum. Voor dit laatste werden onder meer het aantal grootschalige internationale kunstevenementen (biënnales, beurzen, ...), de culturele tewerkstelling, het aantal gerenommeerde kunstscholen en de culturele infrastructuur in beschouwing genomen. Uiteindelijk telden beide lijsten 51 gemeenschappelijke steden: de ware ‘global cultural cities’.

Deze steden blijken zich vooral in de meest geglobaliseerde regio’s vandaag - Europa, Noord-Amerika en Pacifisch-Azië - te bevinden. Figuur 1 geeft een overzicht van deze steden volgens hun score op beide rangschikkingen en volgens wereldregio. Europa is de onbetwiste koploper gezien meer dan de helft van alle ‘global cultural cities’ in deze wereldregio zijn gevestigd. Dit hoeft niet te verbazen gezien Europa een lange en bloeiende culturele én economische geschiedenis achter de rug heeft. Minder vanzelfsprekend is de tweede grootste vertegenwoordiging van Aziatische steden in de dataset. Ondanks de relatief korte economische ontwikkelingsperiode van de meeste Aziatische landen, blijken er dus toch een groot aantal steden op beide lijsten voor te komen die bovendien hoge toppen scheren. Zo scoren Hong Kong, Shanghai, Beijing, Singapore, Tokyo en Seoul erg goed. Deze observatie ligt in de lijn van de in de literatuur vaak aangehaalde verschuiving van de wereldeconomie van West naar Oost.

Hoewel het Midden-Oosten ook deel uitmaakt van deze verschuiving en er ondertussen een groot aantal financiële centra zijn gevestigd, ligt het aantal kunststeden er veel lager. De situatie is omgekeerd in Latijns-Amerika, Rusland en Australië en omgeving, met meer kunst- dan financiële centra. Twee wereldregio’s, Sub-Sahara Afrika en Zuid-Azië, vallen volledig van de ‘global cultural city’-kaart. Beide gebieden kennen een late opname binnen de moderne wereldeconomie, kampen met institutionele zwakte of worden in hun ontwikkeling benadeeld door een strikt nationalistisch bewind.

‘Going global’: cultureel-economische strategieën als snelle oplossingLos van de geschetste geografische diversiteit, hebben de steden in de meeste wereldregio’s wel een grootst gemene deler op vlak van hun beleidsvisie ten aanzien van kunst en cultuur. Zo wordt de productie van kunst steeds vaker gebruikt als ultieme katalysator voor economische ontwikkeling, waardoor de stad in kwestie zich als wereldstad kan profileren. Denk hier bijvoorbeeld aan de impact die het houden van een gerennomeerd kunstevenement (zoals de biënnale van Venetië) of de bouw van een nieuw spectaculair kunstmuseum (zoals het Guggenheim museum in Bilbao) kan teweeg brengen.

Deze recente beleidsfocus is enerzijds het gevolg van de globale evolutie van industriële naar diensten- en kenniseconomieën waarin menselijk kapitaal de belangrijkste economische motor is geworden. Deze hoogopgeleiden vertonen een hoge affiniteit voor de levenskwaliteit van een plek, wat sterk samenhangt met een bruisend cultureel klimaat. Anderzijds hebben ook sociale veranderingen zoals een kortere werkweek en een hoger algemeen welvaartsniveau geleid tot een globale toename van de culturele consumptie, waardoor dergelijke cultureel-economische strategieën zijn ontstaan.

Vooral in post-koloniale en zich ontwikkelende naties worden dergelijke beleidsstrategieën op grote schaal toegepast door steden die de status wereldstad ambiëren. Dat hierbij vaak vanuit een strikt economische agenda wordt gehandeld en aan de sociale, esthetische en filosofische waardes van kunst wordt voorbijgegaan, is het risico dat onlosmakelijk met dergelijke strategieën is verbonden. Abu Dhabi is een prima illustratie. In dit emiraat wordt momenteel alles in gereedheid gebracht om hun hoofdstad als hét culturele mekka van het Midden-Oosten te lanceren. Op een steenworp van elkaar worden een Guggenheim museum, een Louvre (zie Figuur 2)

een Performing Arts Center en maar liefst negentien biënnalepavilioenen gebouwd, alle ontworpen door ‘sterarchitecten’. De gehele overname van deze Westerse typologie en het hiermee gepaard gaande democratische vacuüm, zetten een gevaarlijk precedent. Lokale ‘bottom-up’-initiatieven worden immers verwaarloosd ten voordele van strikt neoliberale strategieën. De harmonisatie van ‘going global’- en ‘staying local’-strategieën bewijst dan ook een delicate uitdaging te worden voor alle steden in een tijdperk van globalisering.
