Politieke haalbaarheid van onconventionele energiebronnen voor de diversificatie van de Europese energiemix
Schaliegas: vloek of zegen? De race om het blauwe goud.
In de naweeën van de economische en financiële crisis, lijkt het belangrijker dan ooit om sterke economische groeicijfers te presenteren. Goedkope energiebronnen vormen hierbij de basisingrediënten om de groeihonger te stillen en de economische motor – al dan niet ten koste van het klimaat – aan te sturen. Schaliegas luidt de naam van de nieuwe rijzende ster aan het energiefirmament. In navolging van Amerika lijkt ook de Europese Unie jacht te maken op dit nieuwe blauw goud. Op de vooravond van de belangrijkste klimaatconferentie te Parijs, om de opwarming van de aarde aan te pakken, is het allesbehalve duidelijk hoe Europa haar kaarten zal schudden.
Sinds 1990 nam de Europese energie-import jaar na jaar gestaag toe. Gelijklopend met deze trend slinkt ook de energieproductie in de Unie. Zo wordt vandaag 66% van de totale Europese aardgasconsumptie door import voorzien. Driekwart van deze gasimport is afkomstig vanuit Rusland, Noorwegen en Algerije. Vooral de afhankelijkheid van Rusland is met 31,5% van de totale gasimport zeer groot.
De bevriezing van de gasleveringen vanuit Rusland in 2006 en 2009 schudden de Europese Unie abrupt wakker. Meteen werd Europa zich bewust van de gevaren van deze gevoelige energie-afhankelijkheid. In het licht van de recente politieke strubbelingen in het Krimgebied, kwam de problematiek van energiezekerheid wederom centraal op het Europese toneel te staan. Een nieuwe strategie om van haar Russische gasverslaving af te kicken, drong zich dan ook op. Voor het aanboren van haar nieuwe energiestrategie liet Europa haar oog vallen op de andere kant van de oceaan, waar onconventionele energiebronnen reeds enkele jaren aan een opmars begonnen.
Onconventionele energiebronnen en de Amerikaanse renaissance
Amerikaanse bedrijven profiteren immers al enkele jaren van het goedkope schaliegas, een onconventionele energiebron die gewonnen wordt – gefracked - uit de poriën van schalie of rotsformaties. Dergelijke projecten die meerdere verticale maar ook horizontale boringen vergen, zijn echter niet zonder gevaar. Milieuorganisaties wijzen er immers op dat in vergelijking met steenkool, de ecologische voetafdruk bij de verbranding van schaliegas zo’n 20 tot 50% honger ligt. Naast de uitstoot van zware broeikasgassen zoals methaan slorpen de boring eveneens enorme hoeveelheden water op.
De exploitatie van dit nieuwe blauwe goud kende de voorbije jaren een explosieve productiestijging. Gesteund door overheidsgesubsidieerde onderzoeksprogramma’s en een beperktere milieuregulering wist Verenigde Staten tussen 2011 en 2013 haar aardgasproductie te verdubbelen. Deze productiestijging is volgens de recente voorspellingen een trend die zich zal doorzetten tot 2040. Verschillende wetenschappers spreken hierbij van een game changer-effect. Het game changer-effect duidt hier op de rol van de explosieve schaliegasproductie, in de veranderende energiebalans waarbij Verenigde Staten in 2020 een netto-exporteur in aardgas zou kunnen worden.
Het hoeft geen verder betoog dat een dergelijke energie-onafhankelijkheid de competitiviteit van de Amerikaanse bedrijven op de wereldmarkt ten goede komt. Ontwikkelingen in de schaliegasindustrie, zijn echter ook andere delen van de wereld niet ontgaan. Landen als China en Australië trachten gretig hun voorraden te exploiteren in de hoop de Amerikaanse industriële renaissance te evenaren.
Wijdverspreide voorraden
Naast een goedkope alternatieve energiebron, bezit schaliegas het grote voordeel om in tegenstelling tot aardolie en aardgas niet regionaal gebonden te zijn. Nagenoeg ieder continent beschikt over haar eigen schaliegasvoorraden. Hoewel de schaliegasvoorraden niet van een gelijkaardige grootteorde zijn als hun Amerikaanse tegenhangers, bezit ook Europa enorme hoeveelheden schaliegas. Het gros van deze reserves spreidt zich uit over Polen, Frankrijk en Denemarken. Daarnaast bezitten ook Bulgarije, Duitsland, Hongarije, Nederland, Verenigd Koninkrijk, Roemenië en Spanje voorraden.
Voor- en tegenstanders
Verschillende Oost-Europese landen waaronder Polen, Litouwen en Roemenië profileerden zich al snel als een uitgesproken voorstander van schaliegasontwikkelingen. Deze landen beroepen zich in de eerste plaats op het enorme economische potentieel van deze goedkope energiebron. Wijzend op de grote gevaren reageerden landen als Frankrijk, Nederland en Duitsland daarentegen onmiddellijk met het instellen van een verbod of moratorium.
Enorme lobby werpt vruchten af
Europese bedrijfsleiders schoten hierop met scherp. Door het instellen van strengere regelgeving of een algemeen exploitatieverbod, zou Europa een “lone frontrunner without followers” worden. Terwijl de energieprijzen op de Europese markt sinds 2005 met 37% stegen, daalden de prijzen in de Verenigde Staten namelijk met 4%. Dit competitiviteitsverschil zou Europa volgens de Europese bedrijfswereld haar welvaart kosten.
Het enorme lobbywerk van de Europese bedrijfswereld lijkt haar vruchten af te werpen. Getekend door de economische en financiële crisis die Europa lange tijd in haar greep hield, werpt de Commissie zich – onder meer door het TTIP-handelsakkoord - op als voorstander en hoeder van de vrijhandel. Een investeringsbeleid gekoppeld aan het vrijwaren van de energiezekerheid om de economische motor van continue brandstof te voorzien, vormt het ankerpunt van het Commissiebeleid. Goedkope inheemse energiereserves passen hier perfect in de creatie van een gunstig investeringsklimaat. Om de energie-afhankelijkheid in te dammen wil de Europese Commissie zich daarom toeleggen op inheems geproduceerde energie. Hoewel hernieuwbare energie, waaronder water- en windenergie, niet uit de weg gegaan wordt, kent Europa gas een prioritaire rol toe. Gas dient zo, omwille van het zekere en vrij stabiele karakter, een grote rol te blijven spelen. Schaliegasexploitatie krijgt hierbij vrij spel waardoor de milieu- en klimaatproblematiek naar de achtergrond wordt geduwd. Hoe deze beleidskeuzes te rijmen vallen met de leidende positie van Europa in het klimaatverhaal, lijkt nog maar de vraag. De Road to Paris, hoe kortbij die ook is, lijkt verder weg te zijn dan ooit.
