Reizen in een institutionele leemte: kan de UGent het voortouw nemen in een duurzaam reisbeleid?

REIZEN IN EEN INSTITUTIONELE LEEMTE: KAN DE UGENT HET VOORTOUW NEMEN IN EEN DUURZAAM REISBELEID?

We reizen steeds vaker en we zoeken alsmaar verdere oorden op. Het vliegtuig opent veel exotische deuren voor gegoede wereldburgers. In het jaar 2100 verwacht men dat er grofweg negen keer zo veel kilometers zullen worden gevlogen t.o.v. vandaag en dat de gemiddelde reisafstand zal verdubbelen. De CO2 uitstoot die dit met zich meebrengt maakt het onmogelijk om de klimaatdoelen van Parijs te halen aldus Paul Peeters[1]. Onderzoek voorspelt dat de toenemende emissies van de luchtvaart en de scheepvaart bijna de helft (43%) van de emissiereducties voor de komende 10 jaar zullen tenietdoen die naar verwachting zullen worden gerealiseerd door de inspanningen van de andere vervoersectoren in Europa[2]. Om Parijs te halen, zal ook de luchtvaart inspanningen moeten leveren. Momenteel valt de luchtvaart buiten het klimaatakkoord. Hoewel de sector aangespoord wordt om een duurzamer beleid na te streven, blijken de maatregelen die ze voorstellen veel te zwak.

De impact van vliegreizen

In 2017 onderzochten Seth Wynes & Kimberly Nicholas van de Universiteit van Lund (Zweden) de impact van enkele zogenaamde duurzame acties op de persoonlijke CO2 uitstoot. Wat blijkt, als je afziet van reizen met het vliegtuig, heeft dit een grotere impact op het klimaat dan een vegetarisch dieet of het opgeven van je wagen. Het vermijden van één trans-Atlantische retour vlucht per jaar heeft zelfs 2 keer zo veel impact op jouw CO2 uitstoot als het overschakelen op een vegetarische levensstijl. Niet enkel de CO2 uitstoot heeft een impact op het klimaat. Ook andere stoffen zoals roetdeeltjes, stikstof, waterdamp etc. hebben een impact op de klimaatsopwarming. Uiteraard hebben ook andere gerelateerde activiteiten een invloed op de emissies van de luchtvaartindustrie. Denk maar aan de werking van de luchthavens, de catering, het onderhoud,… de volledige bedrijfsvoering in de luchtvaart draagt bij in de totale uitstoot. Internationalisering en duurzaamheid aan de UGent

Internationalisering maakt integraal deel uit van de academische wereld. Zowat in elk stadium van de academische carrière wordt reizen aangemoedigd. Startende onderzoekers verwerven geloofwaardigheid dankzij internationale erkenning en publicaties. Eenmaal actief in het academisch milieu is de verwachting dat jonge academici netwerken en relaties onderhouden die hun thuisinstelling ten goede komt. Voor hoogleraars zijn keynote-lezingen en strategische deelnames aan internationaal erkende conferenties onderdeel van de functiebeschrijving en van cruciaal belang voor het veiligstellen van de onderzoeksfinanciering. De UGent wil echter ook een duurzame instelling zijn maar zijn duurzaamheid en internationalisering te verzoenen? Als universiteit vervul je tevens een voorbeeldfunctie in onze maatschappij; geen betere plek op aarde om jonge geesten tot duurzame wereldburgers om te vormen.  Kan de UGent een duurzaam ecologisch beleid uitstippelen zonder daarbij economisch en sociaal aan duurzame ontwikkeling in te boeten?  

Bewustwording

Ongeveer 24% van alle CO2 uitstoot van een universiteit zou het gevolg zijn van vliegreizen. Door de immense impact van vliegen op het klimaat is het belangrijk dat academici zich afvragen of aanwezigheid op een conferentie of vergadering echt noodzakelijk is. Nature heeft in 2008 een serie gepubliceerd over bijeenkomsten die wereld veranderende gevolgen hadden maar suggereert ook in een redactioneel commentaar dat "wetenschappers tegenwoordig zelden verwachten dat ze veel nieuwe wetenschap zullen horen tijdens een conferentie" en dat “de proliferatie van vergaderingen soms wordt aangestuurd door onderzoekers die hun cv's willen opvullen, en door het prestige dat aan een instelling wordt toegekend door een dergelijk evenement te organiseren”.[3]

Academici moeten zich bewust zijn van de milieu-impact van hun reisgedrag en moeten zich de vraag stellen of hun aanwezigheid te verantwoorden valt in het licht van de uitstoot die hierdoor wordt geproduceerd.

CO2 impact van de UGent

Sinds juli 2017 heeft de univeriiteit Gent een raamcontract voor het boeken van dienstreizen. Dankzij dit contract kan de universiteit nauwkeurig bijhouden hoeveel dienstreizen met de trein en het vliegtuig worden geboekt. Er kon voor het eerst berekend worden hoeveel de CO2 uitstoot van dienstreizen aan de UGent bedraagt. Gedurende een periode van 9 maanden werd 2226,58 ton CO2 uitgestoten, enkel en alleen door het vliegverkeer van het UGent personeel.

2226,58 ton CO2 komt overeen met: 111.329 bomen die 1 jaar groeien, de ademhaling van 3050 personen voor 1 jaar of  232 dagen waarop een 2,3MW windmolen moet draaien.

Duurzame internationalisering

 Een correcte en volledige dataverzameling is cruciaal om zicht te krijgen op de totale CO2-impact van het UGent personeel. Heel wat medewerkers gebruiken jammer genoeg het raamcontract nog niet en boeken hun reizen liever zelf. Dit houdt in dat de uitstoot van de UGent voor dienstreizen nog veel groter is dan hierboven berekent (tot 60% meer). Het is van groot belang dat de UGent zijn medewerkers verplicht om reizen te boeken via het centrale systeem. Verder werkten we een beleid uit gebaseerd op drie pijlers: Sensibiliseren, Vermijden en als laatste Compenseren.

Als studente bij het duurzaamheidskantoor van de UGent stelde ik in het voorjaar van 2018 een “duurzame stedenlijst” op. De lijst bevat bestemmingen waarheen vanaf heden niet meer mag worden gevlogen. Al deze steden zijn met de trein snel en makkelijk te bereiken. Bewustwording onder de universitaire collega’s wordt gestimuleerd door de “I didn’t fly” campagne. Dit logo kunnen academici aan presentaties op congressen toevoegen of kunnen ze kleven op een zichtbare plaats  om andere academici aan te sporen dezelfde duurzame beweging te maken.  Dankzij de uitkomst van deze thesis, het duurzaamheidskantoor en het werk van vele milieubewuste UGent medewerkers werd CO2 compensatie verplicht aan de universiteit Gent. De universiteit bevindt zich in de ideale positie om deze duurzame reisbeweging onder academici en studenten uit te dragen. Bewustwording: "I didn't fly "campagne
