China blijft erin: de reactie van de Chinese overheid op de terugtrekking van de V.S. uit het Parijsakkoord
Deze thesis werpt licht op de manier waarop de Chinese overheid reageerde op de terugtrekking de V.S. uit het Parijsakkoord. Het onderzoek naar deze reactie, uitgevoerd door middel van een frame analyse op zowel Engelstalige als Mandarijnse krantenartikels, kan helpen meer inzicht verwerven in China’s houding en gedrag binnen het globaal klimaatbeheer en China’s houding in internationale politiek in het algemeen.
“We’re getting out.” Met deze woorden kondigde Donald Trump, president van de Verenigde Staten (V.S.) van 2016 tot op heden (2020), de terugtrekking van de V.S. uit het Parijsakkoord aan. Het Parijsakkoord doorbrak in 2015 als historisch klimaatakkoord een moeizaam proces van onderhandelingen. Het kwam er deels doordat de V.S. en China net voor de onderhandelingen rond het akkoord zelf naar buiten kwamen met een gezamenlijke verklaring. Hierin gaven zij, als de twee grootste uitstoters, aan bereid te zijn hun uitstoot te verminderen. De sterkte van de verklaring lag dus in het feit dat beide partijen meededen. De aankondiging tot terugtrekking in 2017 verbrak die ‘deal’ tussen de twee grootmachten.
Hoe kan de reactie van de Chinese overheid onderzocht worden?
Over de reactie van China op de terugtrekking is al veel gepubliceerd, maar er bleek een gebrek te zijn aan systematisch, academisch onderzoek over de reactie van de Chinese overheid. Bovendien bleek er in de bestaande publicaties ook een verschil in opvatting te zijn tussen de Chinese reactie op de terugtrekking van de V.S. uit het Parijsakkoord en hoe die reactie buiten China gepercipieerd wordt. Het merendeel van de bestaande literatuur belicht de reactie kort na de aankondiging, veeleer door een focus op Engelstalige statements. Dit onderzoek onderscheidt zich hiervan in drie opzichten. In deze thesis ligt de focus niet enkel op de reactie meteen na de terugtrekking, maar op de periode vanaf de aankondiging van de terugtrekking op 1 juni 2017 tot en met 1 juni 2020. Daarnaast focust dit onderzoek zich niet op Engelstalige statements, maar op Engelstalige en Mandarijnse nieuwsartikelen.
De reden waarom in een onderzoek naar de reactie van de Chinese overheid werd gekozen voor een analyse van krantenartikelen is te wijten aan de nauwe relatie tussen de Chinese autoriteiten en media in China. In China gebeurt framing (de manier waarop iets gekaderd wordt) veeleer via de media in plaats van door de media. Dit is ook terug te vinden in het feit dat sommige Chinese kranten naar zichzelf verwijzen als een spreekbuis van de staat. De onderzoekshypothese in deze thesis hield in dat, als de framing bij een Engelstalige Chinese krant, gericht op een buitenlands publiek, en een Mandarijnse Chinese krant, gericht op een binnenlands publiek, over de terugtrekking van de V.S. uit het Parijsakkoord verschilt, dit het verschil in perceptie over de reactie van de Chinese overheid op de terugtrekking zou kunnen verklaren. Om deze hypothese te staven werd een kwalitatieve inhoudsanalyse, bestaande uit een frame analyse bij 53 artikels uit de Renmin Ribao 人民日报 (People’s Daily) en 56 artikels uit de China Daily, uitgevoerd.
De reactie van de Chinese overheid
Ten eerste valt op dat in beide kranten het meest kritische “V.S. als boosdoener”-frame het meest aanwezig is, wat mogelijks kan verklaard worden door de bredere context van competitiviteit op zowel economisch als ideologisch vlak tussen de V.S. en China. Deze kritische houding kan enerzijds gezien worden als een poging om het internationaal publiek aan te sporen dezelfde kritische houding aan te nemen ten opzichte van de V.S. Ten opzichte van het binnenlands publiek kan deze kritische framing anderzijds gezien worden als een teken naar de bevolking toe dat China niet zomaar met zich laat sollen door de V.S.
Als tweede blijkt China zichzelf niet volledig als leider te profileren, in tegenstelling tot de internationale perceptie. Het “China als leider”-frame staat bij de Renmin Ribao en de China Daily respectievelijk op de vierde plaats (10 artikels) en de vijfde plaats (17 artikels). Daarnaast is er in de China Daily ook het counterframe “China geen leider” aanwezig. Het feit dat in de China Daily het deelframe “China profileert zichzelf als leider” vaker voorkomt dan in de Renmin Ribao, kan mogelijk wel verklaren waarom niet-Mandarijnse bronnen ervan uitgaan dat China de leidersrol in het globaal klimaatbeheer wil opnemen.
Tot slot blijkt de rapportering in de Renmin Ribao over de terugtrekking eerder negatief van aard en gefocust op kritiek op de terugtrekking. Bij de China Daily is in tegenstelling eerder sprake van een positievere manier van framing. Hoewel in het algemeen ook in deze krant het “V.S. als boosdoener”-frame het meest voorkomt, focussen de twee populairste deelframes zich op de positieve acties die China en andere actoren wel ondernemen en de sterkere onderlinge samenwerking. Deze sterkere focus op de acties van China als verantwoordelijke speler die openstaat voor samenwerking, kunnen in de context van de veranderde houding van China binnen het globaal klimaatbeheer geplaatst worden, waarbij China meer belang hecht aan zijn internationaal imago.
En nu?
De Chinese overheid kon de keuze om mee te stappen in het Parijsakkoord verantwoorden door het feit dat de andere grote uitstoter zich ook inspande. De terugtrekking van de V.S. bracht China in een moeilijke situatie, maar was ook een kans voor China om zichzelf als een meer verantwoordelijke speler te profileren op internationaal vlak. Door de snelle reactie die de V.S. bekritiseert en de nadruk legt op een China dat wel zijn plichten nakomt, is China in staat zichzelf moreel als superieur te profileren, en zo zijn invloed in de internationale orde te vergroten. Er kan in vraag gesteld worden of China deze positie van morele superioriteit zal blijven behouden. Zo kunnen de economische impact van COVID-19 op China of de presidentiële verkiezingen in de V.S. bijvoorbeeld een mogelijke impact hebben. Het is moeilijk voorspelbaar hoe China zal reageren als de V.S. na november 2020 nog steeds uit het Parijsakkoord blijft.
