China’s queeste voor een eigen regionale invloedssfeer: kroniek van een aangekondigd conflict?

Zit er een nieuwe Koude Oorlog aan te komen? Hoe dienen we te reageren op een China dat steeds vaker assertief gedrag vertoont in haar nabije regio en daarbuiten? Het is een thema dat meer en meer onder de aandacht komt in academische, politieke en maatschappelijke kringen. Termen als competitie, rivaliteit en zelfs vijandigheid klinken steeds luider, terwijl begrippen als samenwerking of gemeenschappelijke belangen in de kantlijn verdwijnen. Tijd voor een genuanceerde analyse van de Chinese demarches in de Pacifische regio. afbeelding 0

De voorbije decennia heeft de Volksrepubliek China zich in toenemende mate geprofileerd als grootmacht op allerlei vlakken, zoals economie, technologie en defensie. Ook bij ons, in Europa, investeert China actief in strategische sectoren om meer invloed te verwerven. Het betaamt een grootmacht nu eenmaal haar macht te willen omzetten in invloed op het internationale toneel. In de Pacifische regio uit dit zich in het streven naar hereniging met Taiwan en de invloed over de Zuid- en Oost-Chinese Zee te verstevigen. De betrokkenheid van onze NAVO-partner, de VS, geeft die territoriale conflicten bovendien een extra – destabiliserende – dimensie.

(Il)legitimiteit van de Chinese ambities

Om door de bomen het bos weer te kunnen zien, maakt deze scriptie een stand van zaken op o.b.v. de bestaande wetenschappelijke literatuur en actuele tijdschriftartikels. Normatief kijken we naar de legitimiteit van de Chinese ambities in haar nabije regio en prescriptief onderzoeken we hoe het westen hiermee dient om te gaan om de eigen regionale belangen te vrijwaren en stabiliteit in de regio te waarborgen. De scriptie pleit voor terughoudendheid en kritische zin. Het is namelijk al te eenvoudig het Chinese streven een eigen regionale invloedssfeer te verwerven te bestempelen als illegitiem enkel en alleen omdat het niet wenselijk zou zijn vanuit westers perspectief. We mogen echter evenmin aannemen dat de Chinese demarches in de regio legitiem zouden zijn louter omdat ze doorgaans vreedzaam verlopen. De scriptie pleit verder voor meer bewustwording van onze westerse bril. Er is niets mis met die bril, maar we dienen ons er minstens bewust van te zijn. Laten we dus terughoudend zijn legitieme Chinese belangen zomaar in de wind te slaan.

Het gedrag van China in haar nabije omgeving wordt gekenmerkt door niet-militaire, maar wel steeds assertievere strategieën, die soms zelfs tegen agressie aanleunen. Denk aan economische druk, cyberaanvallen of het oprichten van artificiële eilanden. Beijing verantwoordt haar demarches in de nabije regio door ze als kwesties van nationale hereniging en territoriale integriteit voor te stellen. Daarnaast voelt Beijing zich ook bedreigd door de regionale militaire aanwezigheid van de VS – het gaat tenslotte om de spreekwoordelijke achtertuin van China. In zekere zin zou je kunnen stellen dat China meer invloed nastreeft om zich veiliger te voelen tegen buitenlandse inmenging, maar het is evenzeer mogelijk dat men meer offensieve ambities koestert. Enkel de tijd zal ons daar meer inzicht in verschaffen.

China kadert en legitimeert haar ambities in functie van haar nationaal belang. Maar wat voor China het herstellen van de territoriale integriteit is, interpreteren andere staten als territoriale uitbreiding. Wat voor het ene land legitiem is, kan botsen met de manier waarop een ander land legitimiteit invult. Dat wilt niet zeggen dat er geen enkele houvast is – integendeel. Internationale principes bieden een universele houvast. Denk aan de principes van niet-inmenging in de zaken van andere staten of soevereine gelijkheid van staten. Als je vertrekt van die principes, is het verwerven van invloedssferen geoorloofd, zolang dat met wederzijdse toestemming zonder dreiging of dwang gebeurt. In dat opzicht zijn de operaties van China in de omliggende wateren natuurlijk moreel problematisch.

Het westen presenteert zichzelf graag als pleitbezorger van die internationale principes. Laat ons echter even kritisch zijn voor de westerse mogendheden als voor China. Met name de Amerikaanse operaties in het Midden-Oosten gedurende de voorbije 20 jaar zijn geen toonbeeld voor respect voor internationale principes. Laat ons dus niet met twee maten meten en laat ons illegitieme praktijken onvoorwaardelijk veroordelen, ongeacht de actor. Internationale principes als maatstaf hanteren is immers slechts betekenisvol als je het consequent doet.

(On)wenselijkheid van de Chinese ambities

De VS en de EU hebben uiteraard strategische en economische belangen in de regio, maar hun overleving staat bezwaarlijk op het spel. Daarom zou je kunnen stellen dat het niet per se problematisch is als China haar invloedssfeer zou uitbreiden in de omliggende wateren. Het is namelijk zo dat dat China een verhoogd gevoel van veiligheid zou kunnen geven. Echter, rekening houdend met het risico op een toekomstige wijziging van de Chinese intenties, biedt het meer zekerheid om exclusieve Chinese dominantie in de regio niet te tolereren en een zeker politiek-militair engagement te behouden. In de eerste plaats is het dan ook belangrijk dat zowel de VS als de EU voor zichzelf bepalen wat hun primaire belangen zijn en hoever ze willen gaan om die te vrijwaren.

Laten we verder niet vergeten dat er niet enkel tegengestelde belangen zijn. Samenwerking kan plaatsvinden ondanks dat het regime in Beijing niet de westerse democratische waarden erkent. Het betaamt grootmachten tenslotte thema’s te kunnen loskoppelen. Om een voorbeeld te geven, moeten Chinese mensenrechtenschendingen in Xinjiang samenwerking in de omliggende wateren van China niet per definitie uitsluiten. We dienen er enkel op te letten dat we door samenwerking geen praktijken faciliteren die tegen onze waarden en normen ingaan. Natuurlijk moet men China ook duidelijk maken dat je internationale principes niet à la carte kan toepassen en dat overtredingen consequenties hebben.

Een beredeneerde Chinastrategie, waarbij men samenwerkt wanneer het kan en terugduwt wanneer het nodig is, dringt zich aldus op. Een strategie die een beleid vormgeeft dat sterk genoeg is om machtsmisbruik van China te voorkomen, maar voldoende constructief is om eindeloze rivaliteit te vermijden. Hoe meer China geïntegreerd is in het internationale systeem en hoe meer het westen en China onderling afhankelijk zijn, hoe groter de kosten van conflict voor beide partijen en hoe meer de status quo aanlokkelijk lijkt. Dat is, naar mijn bescheiden mening, de vreedzame weg voorwaarts.
