JONG, MOSLIM EN RADICAAL? Een onderzoek naar de effecten van het discours over radicalisering en het preventingcountering-violent-extremismbeleid op hoger opgeleide Marokkaanse moslimjongeren uit de stad Antwerpen.
Genereren het discours over radicalisering en het preventing-countering-violent-extremismbeleid (P/CVE-beleid) contraproductieve effecten op hoger opgeleide Marokkaanse moslimjongeren uit de stad Antwerpen? Is er in het aanvoelen van deze doelgroep sprake van (groep)stigmatisering en extra surveillering? Een reeks markante gebeurtenissen, zoals de terreuraanslagen in Parijs in 2015 en in België in 2016, hebben de publieke opinie in de Belgische samenleving sterk beïnvloed. België heeft in het kielzog van deze aanslagen en in navolging van andere Europese landen een P/CVE-beleid ontwikkeld en geïmplementeerd. Verschillende beleidsdocumenten over P/CVE tonen aan dat het doel is om alle vormen van radicalisme aan te pakken, zoals radicalisme gelieerd aan moslims, extreemrechts, extreemlinks en radicaal dierenrechtenactivisme. Toch blijkt in de praktijk dat voornamelijk de doelgroep jongeren met een moslimachtergrond het speerpunt is van het gevoerde beleid. Dit onderzoek is daarom gericht op deze doelgroep en het bestaat uit 3 delen. Het eerste deel is een kritisch literatuuronderzoek naar het publiek discours over radicalisering en het P/CVE-beleid in België. Het tweede deel bestaat uit een kwalitatief onderzoek. Hierbij namen 12 hoger opgeleide Marokkaanse moslimjongeren uit de stad Antwerpen deel aan een diepte-interview. Uit de bevraging is naar voren gekomen dat hoger opgeleide Marokkaanse moslimjongeren uit de stad Antwerpen het concept radicalisme als een vaag begrip ervaren dat als containerbegrip wordt gebruikt. De islam wordt sinds de aanslagen van 11 september gelinkt aan terrorisme en radicalisering in het publieke discours, maar ook aan bepaalde P/CVE-beleidspraktijken. Het gevolg hiervan is dat het thema radicalisering al snel vermengd is geraakt met het debat over de multiculturele samenleving en de plaats van de islam in de seculiere samenleving. Een ander gevolg van de vaagheid van het concept radicalisering is dat een dominante theorie tot stand is gekomen waarbij radicalisering begrepen dient te worden als een lineair proces. Het is deze theorie die aan de basis ligt van een P/CVE-beleid dat gericht is op een predictive policy, door aan vroege detectie te willen doen. Een dergelijk beleid wordt door de onderzoeksgroep als stigmatiserend en extra surveillerend ervaren. In deel 3 van deze masterproef is daarom getracht een aantal aanbevelingen te formuleren. Het hanteren van uniforme conceptuele kaders over radicalisme, extremisme en terrorisme; het evalueren van het antiterreur- en veiligheidsbeleid; het versterken van de politisering en weerbaarheid van jongeren; een rechtvaardig buitenlandbeleid voeren, het versterken van de sociale cohesie; religieuze vrijheid garanderen; het vergroten van het vertrouwen in de politiek en media en het voeren van een efficiënter gelijkekansenbeleid zijn aanbevelingen die ertoe kunnen bijdragen dat Marokkaanse moslimjongeren het discours over radicalisering en het P/CVE-beleid als meer evenwichtig, efficiënt en rechtvaardig kunnen zien en ervaren.
