“We don't eat batteries. Without water there is no life". A queer-ecology approach to lithium extractivism in the context of the energy transition: the case of South America.

Voorbij de groene energietransitie en het gender binaire model.

Van hout naar kool en vervolgens naar andere fossiele brandstoffen. De huidige energietransitie naar hernieuwbare energiebronnen is zeker niet de eerste maar verschilt echter van de vorige door te streven naar een vermindering van de wereldwijde CO2-uitstoot en het beperken van de klimaatverandering. Fossiele brandstoffen worden vervangen door hernieuwbare energiebronnen en consumenten kiezen meer en meer bewust voor duurzamere producten zoals elektrische wagens.

Maar de ontginning van bepaalde mineralen die nodig zijn voor deze energietransitie wordt vaak over het hoofd gezien. Elektrische wagen, windturbines en zonnepanelen hebben lithium-ion batterijen nodig om de energie te bewaren. Argentinië, Bolivia en Chili vormen de zogenaamde Lithiumdriehoek en herbergen meer dan 58% van de wereldwijde lithiumreserves.

Ongetwijfeld heeft Lithium hierdoor een geopolitieke waarde verworven. Maar wat impliceert dit voor de getroffen bevolkingsgroepen van deze regio? Betaalt het Globale Zuiden de prijs van onze groene consumptie?

Hoe wordt lithium gewonnen?

In de "Lithium Driehoek" wordt lithium voornamelijk gewonnen uit de pekel van de zoutvlakten. Deze extractie omvat het boren van gaten op het oppervlak van de zoutmeren om mineraalrijk pekel te pompen. Hierdoor kan lithiumcarbonaat worden geëxtraheerd via een chemisch proces dat tussen de 12 en 18 maanden nodig heeft om het water te laten verdampen. Voor elke ton lithium die wordt gewonnen, moet ongeveer 2 miljoen liter water worden verdampt.

Dit proces van lithiumontginning impliceert een hydraulische disbalans voor de regio. Door de lage neerslag is de hoeveelheid onttrokken water onevenredig meer dan het regenwater.

Socioecologische gevolgen

Het verhaal van lithium-extractivisme in Zuid-Amerika is een van tragedie en ironie tegelijkertijd. In naam van een toekomst van "groen" en "duurzaam" transport, wordt het ecosysteem dat dat mogelijk maakt vernietigd en beschadigd; gemeenschappen worden gedwongen om te verhuizen en traditionele culturele praktijken zullen op de lange termijn verdwijnen.

In Antofagasta de la Sierra, Argentinië, is de Trapiche rivier opgedroogd. In Chili is het water van de San Pedro rivier en de stroomgebieden van de Vilama rivier uitgeput verklaard door het ministerie van Openbare Werken.

Andere economische activiteiten die afhankelijk zijn van het ecosysteem zullen ook verdwijnen. Aangezien de zoutmeren steeds vaker en uitsluitend voor lithium ontginning worden gebruikt, zal de traditionele zoutwinning uit het landschap worden verwijderd. Ook wuivende en andere handwerkproducties die afhankelijk zijn van de beschikbaarheid van dieren – en dus ook op het water – kunnen op de lange termijn verdwijnen. Bovendien zullen toeristen die een meer autochtoon landschap verwachten te vinden in plaats van enorme verdampingsvijvers en pompsystemen ontmoedigen om de regio te bezoeken.

Moederaarde en gender aspecten

Sociaal-culturele normen verzonderen vrouwen uit de productieve sferen naar de reproductieve arbeid, waardoor ze verantwoordelijk zijn voor het leveren van voedsel, water en energie binnen het huishouden.

Vrouwen in de Andes werken voornamelijk in zelfvoorzieningslandbouw, veeteelt en het verkopen van zwaaien of ander handwerk. Ze werken ook in de commercialisering van zout, en als aanbieders van toeristische diensten zoals schoonmaak, accommodatie en restaurants. Al deze activiteiten zijn afhankelijk van de beschikbaarheid van water en het behoud van natuurlijke hulpbronnen. Daarom heeft de hydraulische onevenwichtigheid als gevolg van lithiumwinning rechtstreeks invloed op de socioeconomische relaties en het levensonderhoud van vrouwen en mannen. Terwijl vrouwen worstelen met de verwachtingen van hun rol als voedsel- en waterleveranciers binnen hun familie, worden mannen en bedrijven opgeroepen om hun paternalistische en mannelijke rollen uit te voeren. Mannen migreren naar steden en andere landen op zoek naar een monetair inkomen, deels omdat de zelfvoorzieningslandbouw zijn productiviteit heeft verminderd. Klimaatverandering, milieuschade en de neoliberale economie veroorzaken vaak stress bij mannen die vroeger de kostwinner van het huishouden waren. Als ze deze vaderlijke rol niet vervullen, kunnen mannen worden getyept om geweld te gebruiken om controle uit te oefenen in het huishouden.

Bovendien hebben sommige van mijn respondenten uit Argentinië de hoge aanwezigheid van miskramen in hun provincies aan de kaak gesteld.

Vrouwen voelen zich niet alléén verbonden met Moeder Aarde. Bij meerdere gelegenheden claimen en herbestemmen ze hun identiteit als moeders: "We zijn gevers en hoeders van het leven en zoals wanneer een moeder haar zoon vertelt: genoeg, stop. We komen dit kapitalistische, racistische en patriarchale systeem vertellen: het is genoeg geweest".

Toch kunnen essentialistische argumenten ter verdediging van de biodiversiteit werken als een tweesnijdend zwaard. Aan de ene kant komen vrouwen samen in de verdediging van de zoutvlaktes en tegen de lithiumbedrijven, waardoor hun toegang tot de publieke en politieke sfeer wordt gelegitimeerd. Aan de andere kant versterken dergelijke essentialistische opvattingen en argumenten over de rol van vrouwen als levensverzorgers belangrijke genderongelijkheden en gevestigde sociale rollen.

Dit leidt tot de persistentie van heteronormativiteit en het niet in aanmerking nemen van de perspectieven en belangen van mensen met niet-conventionele genderidentiteiten.

Uit de verzamelde gegevens blijkt dat voor sommige vrouwen en leden van de LGBTQI+ gemeenschap hun verzet tweeledig was: tegen het extractivisme en tegen heteronormativiteit. LGBTQI+ milieuactivisten hebben de ruimtes gebruikt om te vechten tegen de lithiummijnindustrie om tegelijkertijd homofobe en seksistische verhalen te deconstrueren. Anderen hebben de kans gezien om hun eigen veilige ruimte te creëren, waar iedereen welkom is om het milieu te verdedigen en diversiteit te vieren.

Ik ben van mening dat een inclusieve beweging tegen lithium-extractivisme die andere genderidentiteiten, seksualiteit en personen van kleur omarmt, nog nuttiger kan zijn dan het gebruik van essentialistische strategieën. Zeker, de frontlinie van het verzet zal aanzienlijk groter zijn en dualistische onderdrukkende structuren en onrecht zullen worden gedeconstrueerd.
