Menstruatiearmoede in Vlaanderen: Regels die politiek worden bepaald.
Volgend jaar is het weer tijd voor ons allen om naar de stemhokjes te trekken. Indien Vlaanderen de recente Europese politieke ontwikkelingen volgt, zal het geel en donkergeel kleuren. Maar wat betekent dit? Kunnen de zeven grootste Vlaamse partijen eigenlijk nog keurig op het politieke spectrum van links naar rechts worden geplaatst?
Kiezen tussen brood of maandverband
In 2018 toonde onderzoek van Erel aan dat een toenemende populariteit van extreemrechts vaak tot de verrechtsing van andere politieke partijen leidt. Deze tendens zou belangrijke gevolgen kunnen hebben voor Vlaanderen en België, niet in het minst voor de reeds verworven gendergelijkheden en vrouwenrechten. Extreemrechts gaat namelijk vaak gepaard met anti-gender ideologieën die worden gekenmerkt door heteronormativiteit, traditionele genderrollen en misogynie. Politieke debatten rond onderwerpen zoals abortus, kinderopvang en de loonkloof werden reeds uitvoerig publiek gemaakt, maar wat met menstruatiearmoede? Met andere woorden, wat met menstruerenden die noch het geld, de kennis of de infrastructuur hebben om een goede menstruele gezondheid te onderhouden?
De non-profitorganisatie Caritas bevroeg in het najaar van 2019 meer dan 2600 meisjes en jonge vrouwen tussen 12 en 25 jaar oud. Uit het onderzoek bleek dat 12% van de deelnemers reeds met menstruatiearmoede werd geconfronteerd. Indien men enkel keek naar meisjes in een financieel precaire situatie, steeg dit cijfer zelfs tot 45%. Menstruatiearmoede is dus niet enkel een probleem in het Globale Zuiden, maar ook hier, in ons zogenaamd rijke, westerse Belgenland, is de problematiek sterk aanwezig.
Een politiek doekje voor het bloeden?
Ondanks het feit dat de resultaten van Caritas tot veel acties uit het middenveld hebben geleid, blijven politieke interventies in Vlaanderen zoek. Deze thesis onderzocht waarom en bracht in kaart hoe de Vlaamse partijen hun respectievelijke standpunten rond het onderwerp verantwoorden. Hiervoor werden volksvertegenwoordigers van iedere partij bevraagd, werd onderzocht of menstruatiearmoede reeds een topic was in de verkiezingsprogramma’s van 2019, en werden alle relevante parlementaire vergaderingen geanalyseerd. Uiteindelijk kon er een duidelijk onderscheid worden gemaakt tussen Vlaams Belang, N-VA, Open VLD en CD&V aan de ene kant, en Groen, Vooruit en PvDA aan de andere kant. De partijen in de laatste groep dienden sinds de publicatie van Caritas reeds drie voorstellen in bij het Vlaams Parlement om menstruatieproducten gratis aan te bieden op alle Vlaamse scholen. Daarnaast werd er ook gewezen op de nood aan extra onderricht over het onderwerp en aan manieren om de heersende schaamte en taboe tegen te gaan. Kortom, zij zien menstruele gezondheid als een basisrecht en een teken van gendergelijkheid, waar ze de Vlaamse regering uiterst verantwoordelijk voor achten. Geen van deze resoluties werd tot op heden echter goedgekeurd.
“Menstrueren is een normale lichaamsfunctie en hoort dus niet voor schaamte te zorgen: leerlingen moeten ook tijdens hun menstruatie in alle rust naar school kunnen gaan.” (Groen en Vooruit)

If men could menstruate
De overige vier partijen zien het identificeren en gericht aanpakken van menstruatiearmoede niet als een taak van de federale overheid, maar schuiven eerder de gemeenten, scholen en ouders naar voor als de verantwoordelijke entiteiten die ervoor moeten zorgen dat menstruerende kinderen alle voorzieningen ter hand hebben.
“Een kind kiest niet waar het geboren wordt, dus met andere woorden is de redenering: de ouders moeten willen. En dan wordt er gezegd: ja maar ze krijgen kindergeld. Maar het is niet omdat je kindergeld krijgt, dat jouw ouders dat ook hanteren voor de juiste dingen.” (Open VLD)
“Ik denk dat we in een maatschappij leven waar we nu en in de toekomst meer oog moeten hebben voor solidariteit. [...] We mogen niet altijd wijzen naar de overheid, soms moeten we ook bij kleine dingen en onszelf beginnen.” (Vlaams Belang)
Daarnaast zagen ze menstruatiearmoede als een louter armoedeprobleem, waardoor men niet geneigd was extra financiële middelen vrij te maken op Vlaams niveau.
“Menstruatiearmoede is geen fenomeen dat zich enkel binnen de schoolmuren afspeelt. Daarnaast maakt menstruatiearmoede deel uit van de brede armoedeproblematiek. [...] Dus is dit opnieuw een problematiek dat het onderwijs moet aanpakken?” (N-VA)
Dit gebrek aan politieke actie wijst niet enkel op een sterk neoliberaal denken, maar biedt ook geen oplossing voor de sociale en economische ongelijkheid die aan de basis van deze problematiek liggen.
“Zeg ik daarmee dat menstruatiearmoede niet bestaat? Neen, maar ik kan nog andere elementen aanhalen waaromtrent armoede bestaat.” (CD&V).
Verder versterkt het onrechtstreeks het doel van de anti-gender beweging om gendergelijkheid terug te schroeven. Menstruatiearmoede kan namelijk schadelijke gevolgen hebben voor iemands fysiek, mentaal en sociaal welzijn. Daarenboven wordt menstruatie nog steeds gezien als iets waar men zich voor moet schamen, iets abnormaals dat men zo discreet mogelijk moet verbergen en ondergaan.
De impact van het hegemonisch gedachtegoed
De huidige meerderheidspartijen (en Vlaams Belang) zien menstruele gezondheid dus niet als prioriteit noch als hun verantwoordelijkheid. De resultaten van dit onderzoek tonen aan dat men anti-gender ideologieën niet onmiddellijk mag gelijkstellen aan extreemrechtse politieke bewegingen aangezien ook de niet (donker-)geel gekleurde politieke partijen een bewind kunnen voeren dat genderongelijkheid onderhoudt. De huidige patriarchale Europese staatsstructuren bieden daarenboven een ideale voedingsbodem voor dergelijke gender-discriminatoire politieke initiatieven.
De impact van de heersende patriarchie en heteronormativiteit was helaas ook zichtbaar bij de drie meest linkse partijen. Ondanks het feit dat ze wezen op de risico’s van een slechte menstruele gezondheid, de onderliggende genderongelijkheid en het belang van kennis en infrastructuur, zijn ook zij onderhevig aan het hegemonische gender binaire gedachtegoed. Ze praatten namelijk consistent over ‘vrouwen’ en ‘meisjes’ die menstrueren in plaats van over ‘menstruerenden’ (niet enkel vrouwen menstrueren), en zagen gendergelijkheid als louter gelijkheid tussen mannen en vrouwen.
Kortom, de extreemrechtse en anti-gender politieke agenda wordt niet enkel verwezenlijkt door directe hervormingen van gendergelijkheden en vrouwenrechten, maar ook door een gebrek aan politieke interventies rond problematieken die minder duidelijk de heersende ongelijkheid onderhouden. Vlaanderen kan enkel volledige gendergelijkheid bekomen als de regering zich kritisch naar eigen acties opstelt en bestaande sociale, politieke en economische barrières actief bestrijdt en opheft.
