Van ‘war on terror’ naar staatsopbouw

Na 11 september 2001 trok de VS onder de vlag van Operation Enduring Freedom (OEF) Afghanistan binnen om Al-Qaeda te ontmantelen en het Taliban-regime te verdrijven. Wat begon als een korte vergeldingsoperatie groeide uit tot een langjarige missie die militaire, politieke en maatschappelijke doelen met elkaar moest verzoenen. Deze masterproef analyseert OEF in drie fasen (2001–2014) en toetst de operatie aan een wetenschappelijk succesmodel: niet alleen wat werd bereikt (doelbereik), maar ook hoe passend de middelen en methodes waren (geschiktheid), zowel intern (militair/inhoudelijk) als extern (legitimiteit/omgeving).

Fase 1 (2001–2005): snelle winst, broze fundamenten

De val van de Taliban verliep razendsnel dankzij luchtmacht, Special Forces en de Noordelijke Alliantie. Het Bonn-proces legde daarna een institutioneel raamwerk: een interim-bestuur, een nieuwe grondwet en verkiezingen. Maar de politieke realiteit botste met het technocratisch ontwerp. Om “stabiliteit” te kopen, werden regionale machthebbers geïntegreerd, wat patronage en fragmentatie bestendigde. De Taliban verdwenen niet, maar hergroepeerden in de luwte van grensgebieden en zwakke bestuurscapaciteit. De kiem voor een hardnekkige opstand was gelegd.

Fase 2 (2006–2010): escalatie en het COIN-dilemma

Met de heropleving van Taliban-geweld verschoof het zwaartepunt naar counterinsurgency (COIN): bevolking beschermen, instellingen opbouwen en Afghan National Security Forces (ANSF) versneld trainen. De NAVO-missie ISAF breidde uit en liep operationeel steeds meer over met OEF—twee mandaten, één slagveld, complexe aansturing. Intussen nam Washington de troepensterkte op en rond 2009–2010 toe; in 2010 waren >100.000 Amerikaanse militairen in het land. Daarnaast werd OEF ook pas als prioriteit gesteld wanneer president Obama het bestuur van Bush overnam. Met zijn troopsurge in 2010 zag hij het conflict in Afghanistan als een noodzakelijke oorlog, waardoor meer middelen beschikbaar werden gesteld.

Politiek faalden verkiezingen (2009/2010) in legitimiteit door geweld, fraude en lage opkomst. De Kabul-conferentie (2010) zette wél een pad uit: overdracht van veiligheid per district en einde 2014 als richtdatum voor volledige transitie. De surgemotor moest tijd kopen—maar kocht geen duurzame acceptatie.

Fase 3 (2011–2014): gecontroleerde exit, beperkt resultaat

Na de liquidatie van Osama bin Laden (2011) kantelde de strategie naar afbouw en overdracht. De Bilateral Security Agreement borgde een beperkte Amerikaanse vervolgaanwezigheid, maar de Afghaanse staat bleef financieel en militair afhankelijk. De nationale eenheidsregering (2014) bezegelde een uitweg uit de electorale crisis, geen triomf van democratie. Regionaal bleven Pakistan’s safe havens de opstand voeden. Burgers betaalden intussen een hoge prijs: het aantal burgerslachtoffers bereikte historische pieken, wat zowel overheid als interventie verder delegitimeerde.

Wat telt als ‘succes’?

Gemeten langs een vierdelig kader—intern doelbereik/geschiktheid en extern doelbereik/geschiktheid—is het beeld genuanceerd tot kritisch:

Intern werden objectieven deels gehaald (Taliban verdreven, instituties opgestart, ANSF uitgebouwd), maar winsten bleven niet-duurzaam en contextafhankelijk.

Extern wogen legitimiteitsproblemen, burgerleed en regionale dynamieken zwaarder dan de militaire vooruitgang. De overlap met ISAF bemoeilijkte bovendien een heldere toerekening van resultaten.

De kernles: militaire macht kan ruimte scheppen, maar geen staatsvorming afdwingen. Zonder lokale inbedding, goed bestuur, sociaal-economische investeringen en regionale afstemming blijven successen fragiel.

Waarom is dit belangrijk?

OEF is een spiegel voor hedendaagse interventies. Het toont hoe een missie kan winnen op het slagveld, maar niet overtuigen in de politiek. Het illustreert ook de gevaren van doelverschuiving: van terrorismebestrijding naar ambitieuze staatsopbouw zonder voldoende middelen, tijd en legitimiteit. En het herinnert eraan dat verkiezingen op zich geen democratie maken als veiligheid, rechtsstaat en vertrouwen ontbreken.
