Architecten in een nieuwe habitat: een zoektocht naar veerkrachtige vluchtelingenkampen

Een dak boven ons hoofd, vrijheid om te gaan en staan waar we willen; het is voor ons een vanzelfsprekendheid. Echter, voor de honderden migranten die maandelijks aankomen in de vluchtelingenkampen aan de buitengrenzen van Europa bestaat deze realiteit helaas niet. Ze verblijven voor lange periodes in kampen waar erbarmelijke leefomstandigheden vaak leiden tot lichamelijke en geestelijke ziektes. Aangezien architecten werken met de gebouwde omgeving, kan men de vraag stellen welke rol ze kunnen spelen in het veerkrachtiger maken van de vluchtelingenkampen. En kunnen ze op deze manier ook bijdragen tot de verbetering van het algemene welzijn van de kampbewoners?

Op de vlucht naar een ‘beter’ leven in Europa.

Wegens aanhoudende conflicten in Afrika en het Midden-Oosten arriveren jaarlijks duizenden migranten aan de Europese buitengrenzen op zoek naar een veiligere leefomgeving. Bij aankomst moeten deze migranten zich begeven naar één van de tien Europese hotspots, die verspreid zijn over Italië en de Griekse eilanden. Een hotspot, vaak vluchtelingenkamp genoemd in de media, is een tijdelijke menselijke nederzetting waar de migranten worden geïdentificeerd, asiel kunnen aanvragen en verblijven in afwachting van het verdict.

Eén van deze hotspots bevindt zich in Moria, een dorp op enkele kilometers van de hoofdstad Mytilini van het Griekse eiland Lesbos. Moria Hotspot groeide gedurende de vijf jaar van zijn bestaan ver buiten de officiële grenzen. Dit kwam door een aanhoudende toestroom van migranten en steeds complexere (en daardoor ook tragere) processen die de migranten moeten doorlopen om het eiland te mogen verlaten richting Europees vaste land. Er verblijven op dit moment meer dan 20.000 vluchtelingen (bijna 7 keer de originele capaciteit van de hotspot) zowel in als rondom het officiële grondgebied van het kamp.

Deze overbevolking heeft als gevolg, en gaat gepaard met, een schrijnend tekort aan hygiënische faciliteiten, voedsel en onderdak om goede leefomstandigheden te voorzien voor de vluchtelingen. De situatie werd nóg erger wanneer begin september 2020 een brand uitbrak die het Moria kamp grotendeels vernietigde. Hierdoor worden de vluchtelingen nu nog meer aan hun lot overgelaten en verblijven ze momenteel op een afgesloten autoweg tussen Moria en Mytilini. Deze verwoestende brand geeft een zeer goed beeld van de afwezigheid van veiligheid, duurzaamheid en ook veerkracht in het vluchtelingenkamp.

De slechte leefomstandigheden in Moria Hotspot

Hoe veerkrachtig zijn tijdelijke menselijke nederzettingen?

Aangezien een vluchtelingenkamp bestaat uit infrastructuur en faciliteiten, komt de vraag bovendrijven wat architecten kunnen betekenen in deze context. Architecten werken vandaag reeds meer en meer samen met (in plaats van voor) gemeenschappen om nieuwe stadsdelen te ontwerpen of te verbeteren. Vanuit dit concept ontstond dan ook de term ‘gemeenschapsarchitectuur’. Zo helpen ‘gemeenschapsarchitecten’ bijvoorbeeld mee in het opbouwen van veerkracht in post-crisissituaties en in de wederopbouw van getroffen menselijke nederzettingen na een natuurramp. Hierover werd al veel onderzoek verricht, maar deze blijft steeds beperkt tot de permanente wederopbouw van een getroffen gebied. Er wordt echter amper onderzocht wat gemeenschapsarchitecten kunnen betekenen in de context van tijdelijke, extraterritoriale menselijke nederzettingen, zoals de Europese vluchtelingenkampen. Deze context verschilt sterk van de traditioneel beschreven contexten in literatuur rond gemeenschapsarchitectuur in rampengebieden. Ten eerste worden vluchtelingenkampen bestuurd door middel van uitzonderlijke bestuursregelingen waarbij beslissingen genomen worden via gecentraliseerde besluitvormingsprocessen op een (supra)nationaal niveau. Hierin blijft burgerparticipatie beperkt. Ten tweede leidt het tijdelijke karakter van vluchtelingenkampen tot een steeds veranderende en heterogene gemeenschap met heel wat duidelijke kwetsbaarheden. Zo zijn de bewoners van een vluchtelingenkamp enorm kwetsbaar voor ziektes, klimaat, en sociale en politieke discriminatie. Deze twee kenmerken vragen om nieuwe bijdragen van gemeenschapsarchitecten om veerkracht op te kunnen bouwen in tijdelijke nederzettingen.

Gemeenschapsarchitecten dragen hun steentje bij.

Ons onderzoek breidt de kennis over de wederopbouwpraktijken van gemeenschapsarchitecten na rampen uit van permanente naar tijdelijke menselijke nederzettingen. Om dit te kunnen onderzoeken, herdefiniëren we het begrip veerkracht zowel als (1) een sociaal-structurele kwaliteit, verworven door verschillende actoren, en als (2) een politiek proces. Deze nieuwe definitie en nieuwe context laat toe om drie nieuwe rollen te ontdekken die gemeenschapsarchitecten vervullen naast hun traditionele rollen. We analyseren kritisch de mogelijkheden en beperkingen van deze nieuwe rollen in vluchtelingenkampen en onderzoeken in hoeverre architecten in staat zijn om veerkracht te bevorderen. Dit zowel op vlak van het verbeteren van de sociaal-structurele kwaliteit van het kamp als in het herformuleren van de bestuurlijke regelingen. We voerden een onderzoek uit in het kader van de Europese migratiecrisis van 2015, dat grotendeels voortbouwt op een empirisch onderzoek van de Office of Displaced Designers (ODD), een gemeenschapsarchitectuurpraktijk actief in Moria Hotspot.

Na onze samenwerking met, en analyse van ODD stelden we vast dat architecten enkel een diepere en duurzamere impact kunnen hebben met hun project, zowel op sociaal als politiek vlak, indien ze nieuwe houdingen aannemen. Enerzijds moeten ze zichzelf politiek activeren, want veerkracht als een politiek proces versterken is even belangrijk als het opbouwen van structurele, kwalitatieve veerkracht in het kamp. Het vermogen om de gewenste ruimtelijke kwaliteit van een kamp op te bouwen hangt namelijk grotendeels af van de machtsverhoudingen tussen alle betrokken actoren. En anderzijds moeten ze sterkere allianties opbouwen met mede- organisaties en ijveren voor socialere humanitaire hulp. Gemeenschapsarchitecten kunnen namelijk nieuwe ideeën aanbrengen bij de hogere organisaties en kunnen zo eventueel de aanwezige machtsverhoudingen bijsturen/veranderen/herdefiniëren. Door deze nieuwe rollen aan te nemen, kunnen zij op een meer efficiënte manier een duurzame bijdrage leveren tot het verbeteren van de veerkracht in vluchtelingenkampen.

We kunnen concluderen dat architecten meer doen dan enkel gebouwen ontwerpen en bouwen. Ze focussen ook op de structurele en vooral sociale kwaliteiten van de Europese vluchtelingenkampen, en engageren zich politiek in de hoop om humanitaire hulp te optimaliseren. Door verschillende rollen te vervullen, dragen ze bij tot zowel het verbeteren van de kampinfrastructuur als het versterken van de fysieke en mentale gezondheid van de bewoners. Zo streven ze, samen met mede-hulporganisaties, om een dak boven het hoofd te voorzien van de vluchtelingen en om hun een gezonde en veilige toekomst te garanderen.
