Pretpark of agora, vrijheid of homogenisering: publieke ruimte en zijn politieke imperatief
Gewrongen tussen de hyper-politisering van de maatschappij en de sluimerende depolitisering van (fysieke) publieke ruimte, dringt de vraag zich op of publieke ruimte in het Brussels Hoofdstedelijk Gewest vandaag een tegengif tegen polarisering dan wel een reliek van het verleden is. Hoewel ogenschijnlijk een eenduidige vraag, vereist deze niettemin een zorgvuldige ontleding om niet te vervallen in ongefundeerde nostalgie noch in compromisloze, ideologische dogmatiek.
Publieke ruimte?
De eerste stap is even eenvoudig als fundamenteel: welke ruimte wordt omsloten onder de uitgebreide noemer publieke ruimte? In meest brede zin wordt hiermee de ruimte bedoeld die in openbaar bezit is of voor openbaar gebruik bedoeld is, wat impliceert dat ze vrij toegankelijk is voor iedereen. Zowel in het Brussels Hoofdstedelijk Gewest als elders wordt deze publieke ruimte vandaag steeds vaker ingericht als ofwel commerciële ruimte, bedoeld voor consumptie op bijvoorbeeld terrassen, of als gemeenschapsruimte, waar een overkoepelende en homogene ‘wij’ een gedeelde uitbreiding vinden van de private leefruimte.
Beide visies omvatten in essentie hetzelfde ideaal: publieke ruimte moet gevoelens opwekken van tevredenheid en vredevolle gemoedelijkheid. Deze verbeelding kan echter op meerdere manieren geproblematiseerd worden, niet in het minst doordat het voorbijgaat aan de diversiteit en uiteenlopende (ruimtelijke) noden van zijn publiek. In meest fundamentele zin is publieke ruimte immers de plaats waar men expliciet zijn democratisch burgerschap, als deel van de maatschappij, beleeft door de voortdurende confrontatie met andere gebruikers. Dit maakt publiek ruimtegebruik tot een inherent politieke belevenis – en belaadt de ruimte zelf met een politiek ideaal van vrije samenkomst, ontmoeting en ontdekking dat in schril contrast staat met het apolitieke ideaal van georganiseerde gemoedelijkheid.
Publieke ruimte als ruimtelijke verankering van de publieke sfeer
De voorgaande redenering beschouwt publieke ruimte uitdrukkelijk als een (fysieke) dimensie van de publieke sfeer. Opnieuw, in algemene termen wordt hiermee een (imaginaire) sfeer bedoeld waarin de maatschappij tegelijkertijd kritisch benaderd en dialectisch gevormd kan worden door haar burgers. Voortbouwend op de onderling verschillende, maar alle drie invloedrijke, theorieën van 20e-eeuwse filosofen Jürgen Habermas, Nancy Fraser en Hannah Arendt, wordt een gezonde publieke sfeer gekenmerkt door principes zoals onvoorwaardelijke toegankelijkheid, redelijke dialoog, pluralisme, …
Onder invloed van hedendaagse fenomenen zoals digitalisering en globalisering, en versterkt door de toenemende dissociatie tussen burgers en representatieve democratische instanties, wordt de publieke sfeer steeds meer gekenmerkt door plaatseloosheid en anonimiteit. Als tegenreactie op de hiervoor beschreven homogenisering van publieke ruimte en in respons op de uitdagingen waar de publieke sfeer voor staat, is het belang van een politieke imperatief voor publieke ruimte vandaag onmiskenbaar. Een strijd om publieke ruimte gezamenlijk vorm te geven en zo maatschappelijke en ruimtelijke pluraliteit mogelijk te maken, wat gepaard gaat met zowel debat als conflict, is zelf van cruciaal belang binnen onze democratie.
De politieke imperatief van publieke ruimte
Het politieke potentieel van publieke ruimte wordt in eerste instantie het meest inzichtelijk aan de hand van concrete voorbeelden, bijvoorbeeld in het Brussels Hoofdstedelijk Gewest. In een stadsgewest dat gekenmerkt wordt door ongrijpbare administratieve complexiteit, politieke stratificatie en maatschappelijke onvrede is het immers bijzonder zinvol om de staat van publieke ruimte vanuit dergelijk perspectief te evalueren. Hoewel vandaag regelmatig (en dikwijls onterecht) gewag wordt gemaakt van een wederopleving van publieke ruimte doorheen het gewest, gaat dit discours hand in hand met sluimerende processen van depolitisering. Denk hierbij bijvoorbeeld aan het befaamde Sint-Katelijneplein in de vijfhoek, waar het collectief Free 54 al meerdere jaren strijd voert tegen de steeds meer invasieve (en veelal lege) terrassen ten koste van vrije bankjes, hangende jongeren en vrije ontmoetingsruimte.

Binnenin de Brusselse context kunnen niettemin enkele interessante, zowel formele als informele, ruimtelijke initiatieven onderscheiden worden. Historisch gezien vormt het Schumanplein een tastbare en symbolische herinnering voor het trauma van de grootschalige sloopwerken die de omliggende Europese buurt transformeerden. Het winnende ontwerp van XDGA in de in 2010 uitgeschreven competitie voor het plein stelde een symbolisch amfitheater voor politiek debat voor in een poging om politieke (burger)interactie te formaliseren. Het succes van dit project zal echter voorgoed onzeker blijven: na politieke strubbelingen werden de eerste plannen opgegeven en een nieuwe wedstrijd uitgeschreven met een veel beperkter programma.
Een andere, meer informele aanpak is zichtbaar in de projecten van het Molenbeekse Filter Café Filtré. Vanuit de intersectie tussen stadsactivisme en architectuurpraktijk mobiliseren de initiatiefnemers inwoners rond een gemeenschappelijk thema: de slechte luchtkwaliteit in de stad. Door de organisatie van stadsdebatten en zomerse speelstraten wordt een alternatief toekomstbeeld geschetst waarbij iedereen uitgenodigd wordt om deel te nemen. Publieke ruimte wordt hierbij een metaforische speelplaats voor confrontatie van uiteenlopende visies.

Wat is dan “politieke publieke ruimte”?
De politieke meerwaarde van publieke ruimte ligt immers in het zichtbaar en reëel maken van abstracte thema’s en meningsverschillen. Wanneer publieke ruimte beschouwd wordt als een politieke belevenis, kan het dienen als een ruimte waarin persoonlijke overtuigingen met de realiteit worden geconfronteerd. Op die manier wordt ruimte een tegengif voor eenzijdige perspectieven en polarisatie. Dit is fundamenteel onmogelijk in zowel een commerciële als gemeenschapsruimte. Politieke publieke ruimte is immers een plek waar de essentie van democratie tot uiting komt en waar zichtbaar en openlijk meningen worden gevormd, stellingen worden geuit en de maatschappij wordt bekritiseerd. Dergelijke interactie negeren of zelfs onderdrukken is niet zonder gevaar en brengt het fundament van alledaagse politieke participatie aan het wankelen.
Om vervolgens te evalueren in welke mate publieke ruimtes politieke dynamieken toelaten, of zelfs bijdragen tot de totstandkoming ervan, kunnen verschillende architecturale en sociale overwegingen in acht genomen worden. Deze gaan van toegankelijkheid voor divers publiek tot de mate van ruimtecontrole, van de toelating tot transgressief gebruik over de articulatie van fysieke grenzen, en van de mogelijkheid voor collectieve actie en “placemaking” processen tot de tijdruimte evolutie van een plaats. Architecten en overheden hebben een niet te verwaarlozen verantwoordelijkheid in het formaliseren van dergelijke politieke mogelijkheden in de publieke ruimte. Dit wordt slechts mogelijk wanneer de ruimte beschouwd wordt als een volwaardige actor in maatschappelijke en politieke dynamieken, en er zo wordt ingezet op een inbedding van democratie in de alledaagse context.
