Implementation of the energy transition in military infrastructure

Belgian military infrastructure is entering a decisive investment cycle in which new-build projects, major renovations and electrical modernisation must support both climate objectives and operational resilience. This thesis addresses two questions: (1) which energy design criteria should guide defence infrastructure projects and (2) how an existing medium-voltage network can evolve into a resilient microgrid.

The study combines analysis of internal documentation and processes with a literature review and market consultations. First, the future planning process for military barracks is evaluated, alongside the internal technical design instructions. These instructions are updated to reflect recent HVAC developments. Cost-reduction strategies and a decision-support approach for early design stages are discussed, including an assessment of simplified modular building concepts and the outsourcing of geothermal energy systems.

Second, the thesis explores the adaptations needed to the medium-voltage network. The increasing integration of distributed energy sources, reliability demands and exposure to cyber risks require rethinking traditional networks. A conceptual framework is developed to convert the existing medium-voltage network into a resilient microgrid, including definitions, key components and a step-by-step roadmap.
Overall, the thesis provides practical design improvements for the cost-efficient implementation of military energy systems. Proposed measures include savings of up to 53% for new-build projects.
